The Resource Acquisition and Planning Analyst’s primary responsibility is assisting in the development and evaluation of proposals from the Companies’ All-Source Requests for Proposals (ASRFP) and Public Utility Regulatory Policies Act (PURPA) Qualifying Facility avoided cost determination and administration. The Analyst provides analysis and review on the evaluation of project proposals to ensure adequate, reliable energy supply at the lowest reasonable cost. The Analyst may utilize complex resource planning production cost models and should be current on industry trends related to renewables and energy storage technologies. The Analyst works with other internal planning groups and recommends procurement strategies related to the development and siting of new generation resources. In addition, the Analyst will be involved with monthly regulatory reporting of the Companies’ fuel and purchased power cost recovery mechanisms. The Analyst will develop a working knowledge of allowable costs and credits and how the recovery mechanism function. As needed, the Analyst may also assist the department with managing coal procurement and rail transportation activities. The Analyst must have strong analytical and Excel modeling skills to perform analysis on both supply- and demand-side resources, purchased power cost calculations and familiarity with the Company’s coal contracts. The Analyst must have an understanding of the regulatory processes related to resource procurement and industry evaluation practices and may need to effectively communicate complex procurement strategies to senior management, utility regulators, and internal work groups.
