About The Position

We are actively seeking a Resident Project Representative II (Construction Observation) in our King of Prussia, PA office to work on public works and private sector projects that shape our communities. As a Resident Project Representative II with HRG, you will be responsible for ensuring that construction projects meet the highest standards of quality, compliance, and safety. You will serve as the primary on-site representative, overseeing construction activities and observing developer-installed improvements for land development and subdivision projects. Your expertise will ensure that projects align with approved plans, specifications, and municipal requirements.

Requirements

  • High school diploma or GED required
  • 4+ years of project experience in construction observation and administration including stormwater, site grading, E&S control, paving, bridges, concrete (curbs and sidewalks), utilities
  • Knowledge of stormwater systems, site grading, paving, and highway projects
  • Basic understanding of survey, grade and cut sheets and quantity data
  • Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
  • Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
  • Valid US Driver’s License is required
  • Legal authorization to work in the U.S.

Nice To Haves

  • NECEPT Field Technician certification in Asphalt and/or Concrete, preferred
  • NICET certification in Highway Construction Inspection, preferred

Responsibilities

  • Review project schedules, shop drawing submittals, and schedules of values, ensuring compliance with engineering requirements
  • Attend pre-construction and progress meetings, document key discussions, and circulate comprehensive meeting minutes
  • Act as the engineer’s liaison with contractors, assisting in contract document interpretation
  • Conduct on-site observations of work progress, verifying compliance with plans and specifications
  • Maintain detailed project documentation, including diaries/logs, correspondence, shop drawings, and contractor records
  • Report any unsatisfactory, faulty, or defective work to the project engineer
  • Assist in testing, inspections, and start-up activities, ensuring proper documentation and execution
  • Review plans for compliance with municipal requirements and prepare improvement guarantee cost estimates
  • Inspect developer-installed improvements and prepare detailed inspection reports
  • Evaluate improvement guarantee reduction requests
