About The Position

Techno is seeking a Resident Engineer to support an upcoming drainage and stormwater infrastructure program in the Baltimore, MD region. This role will oversee construction management and inspection activities on complex public works projects focused on improving stormwater systems, resiliency, and environmental performance. This position is ideal for a licensed Professional Engineer who thrives in the field, leads multidisciplinary teams, and brings strong experience managing civil infrastructure projects from pre-construction through closeout.

Requirements

  • Licensed Professional Engineer (PE) required
  • Bachelor’s degree in Civil Engineering or related field
  • 10+ years of experience in construction management and/or inspection for civil infrastructure projects
  • Strong background in drainage, stormwater, or water/wastewater systems
  • Experience working on public agency projects (municipal, state, or federal) strongly preferred
  • Proven ability to manage field teams, contractors, and multiple stakeholders
  • Familiarity with contract administration, scheduling, and cost control practices
  • Experience with construction documentation systems and reporting tools

Nice To Haves

  • OSHA certification and knowledge of construction safety standards preferred

Responsibilities

  • Lead day-to-day field operations across multiple construction sites involving drainage and stormwater improvements
  • Serve as the primary point of contact between contractors, clients, and project stakeholders
  • Monitor contractor performance to ensure compliance with plans, specifications, and applicable standards
  • Coordinate with design teams to address field conditions, RFIs, and design clarifications
  • Oversee inspection staff and ensure consistent documentation of construction activities
  • Review daily reports, field logs, and testing results for accuracy and completeness
  • Verify installed work meets quality, safety, and regulatory requirements
  • Support resolution of non-conformance issues and corrective actions
  • Track project schedules and identify risks to milestones or delivery timelines
  • Review contractor pay applications, change orders, and cost proposals
  • Maintain accurate project records, including quantities, progress, and contract documentation
  • Assist with forecasting, reporting, and project performance tracking
  • Participate in progress meetings with clients, agencies, and contractors
  • Communicate project updates, risks, and recommendations to senior leadership
  • Support coordination with local agencies and utility providers as needed
