About The Position

The Research and Statistics Consultant will play a critical role in providing data-driven insights and analysis to enhance operations, inform decision-making, and improve overall effectiveness. The Research and Statistics Consultant will collaborate closely with various areas within the agency and external to the agency under the guidance and supervision of the Administrator of Criminal Justice Excellence. The Consultant will design research projects, collect and analyze data, and present findings in a clear and actionable manner. The position will develop interactive dashboards with Power BI or Tableau to clearly communicate findings to stakeholders. The position requires highly technical skill and experience in sound data practices, data analytics, data validation, dashboard creation, and effective data presentation to ultimately transform raw data into actionable insights to accomplish agency objectives.

Requirements

  • Knowledge of methods for collection, analysis, and organization of data;
  • Ability to analyze complex data sets, identify patterns, and draw conclusions from various sources of information using data analysis methodologies;
  • Skilled in designing, developing, and maintaining interactive dashboards and visualizations using tools such as Tableau and Power BI;
  • Ability to provide support for research projects in collaboration with researchers, analysts and other stakeholders as needed;
  • Ability to collect, compile, organize, visualize and analyze data;
  • Knowledge of databases, data software, and other technological tools to manage and analyze large volumes of data efficiently;
  • Ability to prepare research/data reports and to visualize data-present complex statistical findings and analysis in clear and comprehensible charts, graphs, maps, and other visualizations to facilitate decision making;
  • Ability to effectively communicate, both verbally and in writing, research/data findings;
  • Ability to communicate with individuals with non-technical backgrounds.

Responsibilities

  • Collaborating with department heads and stakeholders to identify research needs and objectives;
  • Developing comprehensive research plans and methodologies to address specific law enforcement challenges and initiatives;
  • Taking a proactive approach in identifying research and/or data information gaps, challenges, and opportunities, and proposing innovative solutions to address them effectively;
  • Preparing comprehensive reports and presentations summarizing research findings, methodologies, and conclusions;
  • Presenting research findings to internal stakeholders, including command staff, officers, and specialized units;
  • Assisting the Division in conducting the annual compensation and benefits study for the Criminal Justice Agency Profile (CJAP) for the Criminal Justice Standards and Training Commission and providing recommendations to enhance respondent participation and data collection;
  • Providing data analysis support for the School Guardian Management System (SGMS) and Civil Asset Forfeiture (CAF) application and perform quality assurance methods to support accurate data submissions by external users;
  • Using Power BI and/or Tableau, to create, modify and monitor interactive dashboards that are internal and public facing;
  • Managing and organizing large data sets, ensuring data integrity, and implementing data quality control measures;
  • Implementing data collection protocols and procedures to maintain data integrity and accuracy.
