About The Position

Conducts complex data and statistical programming and analysis (using SAS and SQL code and queries) and provides leadership for internal statistical data quality project development and implementation. Provides support for report development for TCR managers and staff. Provides consultation and technical advice on research methods and techniques. Develops and reviews policies and procedures used in conducting and administering research activities at the Texas Cancer Registry (TCR). Develops quality assurance procedures and conducts quality assurance reviews on research projects. Provides training and guidance to staff in the development and integration of new methods and procedures, serving as liaison between TCR and information technology support staff, interfacing directly with internal (all business groups within the TCR) and external (other states’ cancer registries, and state and federal agencies) personnel to provide technical data solutions. Evaluates and reviews the methodologies of research projects. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May plan, assign, and/or supervise the work of others. Performs related work as assigned.

Requirements

  • Advanced SAS programming skills.
  • Knowledge of local, state, and federal laws related to the program area.
  • Knowledge of public administration and management techniques.
  • Knowledge of statistical analysis and research techniques.
  • Skill in operating applicable software (SAS, SEER Stat, SEER Prep, MatchPro, SQL, Tableau, and Microsoft Office).
  • Skill in conducting qualitative and quantitative research.
  • Ability to gather, assemble, correlate, and analyze facts to devise solutions to problems
  • Ability to identify indicators of program performance, prepare reports, and document processes and procedures.
  • Ability to develop, evaluate, and interpret policies and procedures.
  • Ability to communicate effectively, express ideas clearly and concisely both in writing and orally, and to explain complex technical issues and solutions to non-technical staff.

  • Masters degree in Biostatistics, Epidemiology, or related field from a U.S. college or university or foreign degree determined to be equivalent by an acceptable education evaluator.
  • Experience in the conduct of biostatistical analyses.

Responsibilities

  • Coordinates and performs advanced statistical evaluation and monitoring of overall cancer registry data quality.
  • Provides leadership for internal statistical data quality project development and implementation.
  • Develops and implements statistically valid methods for evaluation of cancer registry data using statistical and database software.
  • Consults with the Registry Operations Manager, Epidemiology Team Leads, Quality Assurance, Data Management, and Regional Operations related areas to troubleshoot specific data quality problems.
  • Provides feedback to Program staff regarding effectiveness of quality assurance activities.
  • Recommends improvements and enhancements to the database system related to data quality monitoring and evaluation.
  • Provides technical assistance within the Program regarding quality assurance statistical analysis and interpretation.
  • Provides technical assistance to Research Specialist Team staff in coordination with the Research Specialist Team Manager regarding possible impact of data quality issues on epidemiology activities.
  • Evaluates and translates TCR business needs into specific analyses and reports, including automated solutions that improve TCR performance measures, grant and certification requirements, and staff productivity.
  • Primarily uses SAS, SQL, and Tableau to develop queries and reports that enhance management, staff, and customers’ ability to review performance measures used to secure support for the TCR (grant and certification requirements).
  • Works with various levels of managers and other staff to determine requirements for planning, development, implementation, and evaluation of required administrative and performance reports.
  • Consults with public and private agencies and offers guidance and advice in TCR Branch discussions to resolve problems, identify training needs, and improve receiving, monitoring, maintaining, and disseminating high quality cancer data.
  • Maintains thorough and accurate documentation, and provides status updates on progress and task completion.
  • Participates in training other staff as needed.
  • Acts as a liaison with external agencies (e.g., NPCR), other DSHS and HHS programs, and information technology staff to identify data issues and implement solutions that improve overall TCR data quality.
  • Prepares accurate and detailed technical documentation and guides.
  • Develops recommendations for policy and programmatic issues related to changes in program funding.
  • Coordinates, leads, facilitates, or participates in meetings designed to improve TCR business processes.
  • Participates in quality assurance training of CESB staff and prepares ad hoc reports on cancer data as needed.
  • Other duties may be assigned including, but not limited to actively participating and/or serving in a supporting role to meet DSHS’ obligations for disaster response and/or recovery or Continuity of Operations (COOP activation). Such participation may require an alternate shift pattern anssignment and/or location.
