Negotiates standard extramurally funded agreements and/or issues subcontracts to subrecipient partners on behalf of the University, with support from UT System's Office of General Counsel and OSP management, to ensure compliance with University and UT System policies and procedures and meet sponsor's requirements and deadlines. This role involves ensuring all contracts and subrecipient agreements conform to institutional and UT System guidelines and Texas state laws. The analyst will draft, issue, and negotiate outgoing subrecipient agreements, assist departments with requisitions for blanket purchase orders to ensure proper F&A collection and PeopleSoft coding, and prepare private industry budget loads for Project Set-Up in PeopleSoft. The position also resolves contractual and budget issues between sponsors, principal investigators, and the University, and interacts with UT System's Office of General Counsel and sponsor's attorneys on non-standard language. Additionally, the analyst reviews study requirements, analyzes needs, modifies standard agreement formats, and stays updated on new contract language related to federal, state, and institutional laws and regulations such as HIPAA, Debarment, and Conflict of Interest. Support is provided to principal investigators in resolving agreement-related issues, acting as a resource and offering professional development training in research administration. The role also processes amendments and modifications, ensures all institutional approvals are in place for issues like human subjects use, animal use, biohazard materials, recombinant DNA, and applies the correct F&A rate. Continuing education through workshops, conferences, and reading relevant publications is expected, along with adherence to internal controls and reporting structure. Performs related duties as required.
