About The Position

The Research Compliance Coordinator (RCC) will support the University Export Compliance (EC) and Research Security (RS) Programs (‘Programs’) to ensure institutional compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC) regulations and sanctions, Foreign Trade Regulations (FTR), and other applicable laws and regulations (including but not limited to the Nuclear Regulatory Commission and Department of Energy regulations, Controlled Unclassified Information policies, National Security Presidential Memorandum 33, CHIPS & Science Act of 2022, National Defense Authorization Acts (NDAAs), and federal sponsor requirements) protecting national security, foreign policy, and economic interests of the United States. The RCC will support the development and dispensation of the Programs, requiring the application of institutional policies and procedures.

Requirements

  • Support the University Export Compliance (EC) and Research Security (RS) Programs
  • Ensure institutional compliance with ITAR, EAR, OFAC, FTR, and other applicable laws and regulations
  • Protect national security, foreign policy, and economic interests of the United States
  • Apply institutional policies and procedures
  • Process common international transactions
  • Assist with the review of more complex transactions
  • Assist with the review of research activities, foreign collaborations, sponsor guidelines, and related legal agreements
  • Assist with the management of Technology Control Plans (TCPs) and faculty attestations
  • Conduct Restricted Party Screening (RPS) and adjudicate alerts
  • Assist with export/import classification of goods and information
  • Assist with related government agency interactions
  • Recordkeeping and maintaining activity metrics
  • Contribute to training and awareness efforts
  • Assist with the development of training materials
  • Maintain resources such as forms, guidance documents, and webpages
  • Assist with strategic development initiatives
  • Work collaboratively with key University organizations and external parties
  • Actively seek out and participate in professional development opportunities

Responsibilities

  • Processing common international transactions (travel, physical exports, telework, visa requests, affiliate requests, foreign visits, government reporting, Electronic Export Information filing and billing, etc.); assisting with the review of more complex transactions.
  • Assisting the more senior staff with the review of research activities, foreign collaborations, sponsor guidelines, and related legal agreements, as well as with the management of Technology Control Plans (TCPs) and faculty attestations establishing required EC and RS controls.
  • Conducting Restricted Party Screening (RPS) and adjudicating alerts.
  • Assisting the more senior staff with the export/import classification of goods and information, as applicable, and related government agency interactions.
  • Recordkeeping and maintaining activity metrics.
  • Contributing to the training and awareness efforts, including assisting the more senior staff with the development of training materials and maintaining resources such as forms, guidance documents, and webpages.
  • Assisting the more senior staff with the carrying out of strategic development initiatives (policy/process revisions, development of business management tools and applications, web content creation, etc.).
  • Working collaboratively with the key University organizations and external parties on EC- and RS-related matters.
  • Actively seeking out and participating in professional development opportunities.
  • Performing other duties as assigned.
