About The Position

Oregon Housing & Community Services (OHCS) is seeking a Research Analyst to join their Research Section. This role involves collaborating with program and policy analysts to monitor agency programs in Oregon. The analyst will regularly query, analyze, transform, and report data from various sources using statistical, geospatial, and other analytical tools. The position supports effective and equitable program design, implementation, and delivery through research and data analysis, collecting, cleaning, analyzing, reporting, and visualizing quantitative and qualitative information. This role ensures the integrity and accuracy of data for monitoring program outcomes, evaluating results, and presenting findings accessibly. The analyst will work with a team, querying and analyzing data using tools like ArcGIS, Power BI, R Studio, Microsoft Excel, and Microsoft SQL Server, organizing data into various formats including interactive dashboards. Data cleaning and restructuring may be necessary. A key aspect of this role is conducting work with an equity lens, centering marginalized communities and assisting with the implementation of an Agencywide Racial Equity Analysis Toolkit (REAT). The position involves interaction with other analysts and program staff to communicate reporting needs and resolve issues.

Requirements

  • A Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures.
  • OR Three years’ experience as a research assistant comparable to the work of a Research Analyst 1.
  • OR Two years’ experience using computer applications to help gather, compile, analyze, and report information and statistical data.

Nice To Haves

  • Demonstrated qualitative and quantitative skills and knowledge of research methods (experience with R Studio, or some other statistical software is required)
  • Experience analyzing, interpreting, and validating data and preparing reports and data visualizations using tools like ArcGIS, Power BI, Tableau, and others
  • Experience with SQL for relational databases, including querying, data cleaning, managing tables/views, working with large datasets, and performing data governance and quality assurance tasks
  • Knowledge of housing market and housing needs data sources
  • Experience promoting diversity, equity, and inclusion principles and applying an equity lens to research and data analysis

Responsibilities

  • Support effective and equitable program design, implementation, and delivery through research and data analysis.
  • Collect, clean, analyze, report, and visualize quantitative and qualitative information related to Agency programs and housing issues in Oregon.
  • Ensure integrity, accuracy, and appropriate governance of data used across Agency programs for monitoring program outcomes, evaluating results, and presenting findings.
  • Query, analyze, transform, and report data from a variety of sources using statistical, geospatial, and other analytical tools including ArcGIS, Power BI, R Studio, Microsoft Excel, and Microsoft SQL Server.
  • Organize and analyze data in printouts, tables, graphs, charts, maps, and interactive web maps and dashboards.
  • Clean, restructure, or relate data as needed for proper reporting.
  • Conduct work with an equity lens, ensuring research centers marginalized communities like Black, Indigenous, and People of Color (BIPOC).
  • Assist program staff in completing the Agencywide Racial Equity Analysis Toolkit (REAT) on all programs.
  • Interact with other research analysts and program staff, communicating reporting needs and requirements to ensure understanding of deliverables and to resolve issues.
