About The Position

The City of Stockton is seeking to fill a vacancy in the Administrative Services Department for a Reprographics/Mailroom Supervisor. This role will oversee the daily operations of the print shop and mailroom. Responsibilities may include conducting performance reviews and approving time off requests for Mailroom staff, and developing training materials for mailroom procedures and equipment. The position operates on a City of Stockton 9/80 schedule: 7:00 am - 4:30 pm, with every other Friday off. Incumbents are part of the Civil Service system with "for-cause" employment status and are represented by the Mid-Management/Supervisory bargaining unit. This recruitment is open to current full-time, regular City of Stockton employees as a promotional opportunity and to all other candidates as an open competitive opportunity. Successful candidates will be placed on either a promotional or open list, which may be used to fill future vacancies. Prior to appointment, candidates must pass a medical examination (including a back evaluation) and a background investigation.

Requirements

  • Possession of high school diploma or GED.
  • Three (3) years of experience in operating, adjusting, and performing minor maintenance on high speed copying, offset duplicating, mailroom, and related paper processing equipment.
  • Must be physically capable of standing and walking for an extended period of time.
  • Must have sufficient strength to lift boxes of paper supplies weighing up to 50 pounds.
  • Knowledge of principles and practices of high speed copy reproduction equipment operation and maintenance.
  • Knowledge of current regulations, rates, and requirements for U.S. Postal Service and other mail agencies providing services to the City.
  • Knowledge of principles and practices of offset duplicating equipment operation, adjustment and minor repair.
  • Knowledge of qualities and uses of various types of paper stock and inks.
  • Knowledge of principles and practices of collating, binding, folding, drilling, stapling, and related paper processing equipment operation, adjustment and minor maintenance.
  • Knowledge of basic office and record keeping practices, including business arithmetic.
  • Knowledge of basic supervisory principles and practices.
  • Skill in planning, assigning and directing the work of others.
  • Skill in training others in work procedures.
  • Skill in operating high speed copy reproduction, offset duplicating, mail services, and related paper processing equipment skillfully and efficiently.
  • Skill in understanding and following oral and written directions.
  • Skill in maintaining accurate files and records of work performed.
  • Skill in making accurate arithmetic calculations.
  • Skill in organizing work and meeting production deadlines.

Responsibilities

  • Plans, assigns and reviews the work of Reprographics/Mailroom Technicians.
  • Operates and performs minor maintenance on high speed copy reproduction, mail services, and associated equipment.
  • Oversees the process and distribution of inter-office and United States mail.
  • Plans, organizes, directs and reviews the work of a small staff of technicians in reprographic and mailroom services.
  • Trains staff in work procedures.
  • Reviews all incoming printing, duplicating, and mailroom work orders, confers with user department staff to determine needs, provides technical assistance, meets critical deadlines and sets priorities.
  • Prepares and prints various reports on operations and activities.
  • Identifies improvements to reprographic and mail operations and procedures.
  • Maintains service levels in a cost-efficient manner.
  • Ensures the efficient use of staff and equipment.
  • Determines whether work should be produced in-house or by outside vendors.
  • Ensures reliable mail service.
  • Monitors delivery schedules, postage rates and related items.
  • Maintains an adequate supply of paper stock and other supplies, reordering as required.
  • Arranges for outside plate production and printing as necessary.
  • Operates, adjusts, cleans, and performs minor maintenance on high speed copy reproduction, mail services, and other associated equipment, and notifies maintenance contractor when repair is required.
  • Operates and adjusts equipment to collate, trim, fold, drill holes, staple, bind and otherwise process printed materials.
  • Prepares reprographics and mailroom budget for approval.
  • Administers approved budget.
  • Researches, compares, and recommends appropriate machine, equipment, and service purchase or leasing contracts.
  • Maintains a variety of accurate records and logs of work performed.
  • Monitors developments in the offset printing, copy reproduction and paper processing field and evaluates their impact.
  • Recommends equipment and procedural changes.
  • Procures all outside printing and mailing projects.
  • Responsible for compliance with changes in the United States Postal Service guidelines and standards.
  • Responsible for complying with Homeland Security safety measures for sorting mail.
  • Includes routine staff training.
