About The Position

The Representative Payee position will provide professional, quality program services to the clients served. The representative payee is responsible for using the Social Security income or supplemental security income received on behalf of the client for the client’s personal care and well-being. Benefits are to be used to ensure that day-to-day basic needs for food, clothing, and shelter are met. Benefits will also be applied to pay for medical and dental care, education, recreation, etc. The payee has the full right and duty to disburse the benefit in the best interest of the client.

Responsibilities

  • Determine a client's basic monthly needs and how best to pay them based on their income and abilities to self-budget.
  • Determine a personal needs schedule and rate through consultation with client, service providers, and use of individual judgment.
  • Set reasonable limits with clients who demonstrate inability to spend benefits appropriately. These limits will vary by client and should be set using the judgement and experience of the Representative Payee.
  • Pay rent, utilities, and personal needs by utilizing the Representative Payee Management system to schedule payments.
  • For clients who are on MA spend downs, set aside money each month to pay medical bills.
  • For clients who are not on MA spend downs, pay medical bills as they arise.
  • Assess client’s ability to budget benefits and then sets up a budget plan to purchase food, clothing, and other personal items. The check disbursement for these needs could be daily, weekly, or monthly or some combination thereof depending on the client’s need.
  • Pay other bills, which might include but not be limited to: property taxes, transportation cost, large one-time purchases such as an automobile or appliances.
  • Rep payees may budget Veteran’s benefits for clients for whom the Veteran’s Administration requests this service.
  • Utilize the phone to exchange information and do problem solving with clients and providers. Return phone calls promptly.
  • When appropriate, meet with clients and providers to discuss financial issues and budget plan.
  • Collaborate with case managers when issues arise that are beyond the financial realm, such as finding and maintaining affordable housing. Whenever possible, coordinate budget plan in collaboration with case manager.
  • Seek consultation with case manager when there is on-going conflict with client regarding finances and spending or when RP desires case managers input.
  • Utilize verbal de-escalation skills with clients who are angry or threatening. (Written procedure is pending).
  • Communicate in writing to providers who request information and/or explanation of the service provided, budget plan, etc.
  • Keep two-way communication between the Social Security Administration and RADIAS Health (Representative Payee Services) open.
  • Complete a Representative Payee Report (Form SSA-623-OCR-SM) for each client once a year and send it to the Social Security Administration.
  • Maintain a courteous and professional tone and manner with clients and providers in all communication.
  • Receive referrals from SSA, case manager, and other service providers. Process accordingly.
  • Maintain a file for each client which contains bills, written notifications from Social Security, and other paperwork as needed. These can also be kept electronically on RPM.
  • Provide, as needed, a client’s transaction history from RPM.
  • Meet with the Director of Housing & Community Development regularly to discuss system issues, job performance and to obtain feedback and assistance with problem solving.
  • Communicate any observed procedural or “system” issues to the Administrative Program Manager.
  • Complete all paperwork, reports, and charting contemporaneously and in an organized manner.
  • Participate actively in on-going professional growth and development; maintain appropriate professional behavior and participate in appropriate supervision.
  • Maintain a pattern of regular work hours.
  • Other duties as assigned.
