About The Position

This position primarily manages the remediation of petroleum contaminated sites through technical and administrative oversight to ensure sites are remediated to appropriate risk-based levels. This position also works with responsible parties to resolve issues efficiently, openly, fairly, and consistently. Provides program leadership within the region and expert assistance within the agency.

Requirements

  • Knowledge of geology, hydrogeology, chemistry, environmental science and engineering, groundwater modeling, groundwater pollution assessment, and groundwater/leaking underground storage tank remediation.
  • Knowledge of federal, state, and local laws and regulations governing petroleum releases.
  • Knowledge, skills, and abilities in project management and personal computer operations (including word processing, spreadsheets, and database management).
  • Ability to communicate effectively, both verbally and in writing.
  • Coursework or equivalent work experience in geology, hydrogeology, or environmental science.
  • Work experience demonstrating strong work ethic and independent work skills.
  • A Real ID or U.S. passport is required to access certain facilities.
  • A valid driver's license is required.

Responsibilities

  • Manage remediation cases in accordance with state and federal laws, regulations, and department policies and procedures through communication with responsible persons and consultants.
  • Review reports and other technical information and make risk-based evaluations.
  • Prepare and sign routine correspondence such as suspected and confirmed release letters, Corrective Action Plan (CAP) request letters, and closure letters when a CAP has not been approved.
  • Manage State Lead cases to ensure that sites are adequately assessed and the remediation is timely, appropriate, correct and cost effective.
  • Process petroleum general discharge permits accurately and on time.
  • Prepare PGDP request letters and registration statement acceptance forms.
  • Manage the Virginia Petroleum Storage Tank Fund (VPSTF) activities.
  • Respond to emergency releases and make case referrals to the State Lead program in accordance with guidelines.
  • Respond to reports of water supplies contaminated by petroleum products and ensure potable water is supplied where necessary.
  • Submit reports as required.
  • Maintain CEDS database, ECM and GIS in a timely, accurate and consistent manner.
  • Monitor compliance and initiate enforcement measures in accordance with department procedures.
  • Prepare and sign overdue report and report deficiency letters.
