About The Position

The Control Center Operations Specialist (Relief Pipeline Controller) serves as a critical member of the Summit Operations Control Center (SOCC) Support Team, supporting 24/7 pipeline operations for natural gas and liquid systems. The SOCC operates under DOT PHMSA Control Room Management (CRM) regulations, and this role plays a key part in ensuring compliance, operational reliability, and continuous improvement. This position combines responsibilities of a SOCC Analyst and fully qualified Pipeline Controller. The individual will support CRM compliance, control center projects, SCADA and communications troubleshooting, and leak detection response, while also serving as an Operator Qualified (OQ) multi-console backup Controller providing relief coverage as needed.

Requirements

  • High school diploma or GED required.
  • Minimum 3 years of experience in oil & gas operations (midstream preferred).
  • Prior experience as a Pipeline Controller, Control Room Operator, or similar role preferred.
  • Strong working knowledge of: SCADA systems, Pipeline operations and hydraulics, Control Room Management (CRM), PHMSA/DOT regulations (49 CFR Parts 192 & 195).
  • Proficiency in Microsoft Office (Excel, Word, Outlook, Teams, PowerPoint).
  • Strong analytical, multitasking, and problem-solving skills.
  • Ability to work independently with minimal supervision.

Responsibilities

  • Monitor and control pipeline systems (natural gas, crude oil, NGLs, and liquids) using SCADA and related systems.
  • Operate pipelines within design limits, maintaining safe pressures, flows, and system integrity.
  • Respond to alarms, abnormal conditions, and emergencies in accordance with established procedures.
  • Train and qualify to operate across all SOCC consoles and maintain multi-console proficiency.
  • Provide relief coverage for Controllers, including PTO, sick leave, and other staffing gaps.
  • Participate in on-call rotations and provide off-shift operational support as required.
  • Support 24/7 operations, including 12-hour rotating shifts (days/nights, weekends, holidays) when needed.
  • Support implementation of new software, systems, and operational tools within the SOCC.
  • Coordinate SOCC Management of Change (MOC) processes from initiation through final approval.
  • Assist in control center projects, testing, and system optimization initiatives.
  • Conduct point-to-point testing in SCADA for newly installed or modified field equipment.
  • Perform and support system validation and operational readiness activities.
  • Assist in troubleshooting SCADA systems, field communications, and electronic measurement systems.
  • Identify and resolve issues impacting control center visibility and operations.
  • Coordinate with Field Operations and technical teams to ensure system reliability.
  • Learn, maintain, and support the ATMOS leak detection system for liquids operations.
  • Assist in responding to and troubleshooting leak detection alarms and events.
  • Support continuous improvement and reliability of leak detection systems.
  • Act as a steward of Control Room Management (CRM) regulations within the SOCC.
  • Support CRM compliance efforts in alignment with PHMSA 49 CFR Parts 192 and 195.
  • Develop and maintain CRM-related processes and reporting, including: 30-day alarm reports, Master alarm database management, Alarm rationalization initiatives, Fatigue management programs, CRM plan and procedure review cycles.
  • Support audits, recordkeeping, and regulatory inspections.
  • Coordinate with Field Operations, Scheduling, Commercial, and Engineering teams.
  • Maintain accurate control room logs, event documentation, and shift handovers.
  • Build strong working relationships across departments and with field personnel.
  • Conduct site visits to field locations and facilities to maintain asset familiarity and team alignment.
  • Operate in full compliance with PHMSA CRM regulations, DOT requirements, API standards, and company procedures.
  • Promote a strong safety culture and escalate any abnormal or unsafe conditions immediately.
  • Participate in emergency drills, incident investigations, and corrective action processes.
  • Apply CRM principles to maintain situational awareness and effective decision-making.
