About The Position

Parsons is looking for an amazingly talented Release Train Engineer to join our team! In this role you will get to support the Joint Staff and Chief Digital and Artificial Intelligence Office (CDAO), where you will serve in a dual-level execution position critical to advancing the Department's data and AI capabilities. You will operate entirely within Palantir Foundry, bypassing traditional Agile tools like Jira or Azure DevOps. Utilizing Foundry's object-oriented data environment, you will track sprint cycles, manage Epics, and orchestrate Program Increments (PI). Your daily focus will shift constantly between macro-level program health (aligning technical tracks to Joint Staff mission objectives across all Pods) and micro-level team execution (coaching data engineers and scientists, facilitating ceremonies where needed). You will be challenged to manage the "time crunch" of this hybrid scope by heavily relying on automated Foundry dashboards to monitor team health, freeing up your time for strategic alignment, removing complex blockers, and driving Digital Use Case (DUC) development for government clients.

Requirements

  • Active TS/SCI security clearance required at time of hire — no exceptions.
  • Minimum of ten (10) years of relevant professional experience, including experience facilitating Agile ceremonies, managing sprint cycles, and coordinating cross-functional or cross-team execution.
  • Bachelor's degree in a relevant field (Business, Information Technology, Project/Program Management, or related discipline).
  • Certified Scrum Master (CSM), SAFe Scrum Master (SSM), or equivalent baseline Agile certification.
  • Proven experience working in a federal or DoD contracting environment, with a working understanding of SOW execution and DoD security/ATO constraints.
  • Demonstrated ability to proactively identify execution blockers, communicate them effectively, and work collaboratively inside a technical team to drive resolution.
  • Experience managing software development, data engineering, or data science teams, with the ability to comprehend and unblock complex data pipeline dependencies.

Nice To Haves

  • Ten to twelve (10–12) years of relevant experience, with demonstrated success building and scaling teams — from minimal/startup-level support through periods of extensive growth.
  • Bachelor's or advanced degree in a STEM field (Computer Science, Data Science, Engineering, or related discipline).
  • Proven experience organizing, managing, and scaling technical teams utilizing Project Oriented Delivery (Pod) models.
  • Experience guiding Digital Use Case (DUC) development, including requirements gathering, prioritizing features, and managing competing interests for multi-directorate stakeholders.
  • Active SAFe Release Train Engineer (RTE) certification or SAFe Program Consultant (SPC).
  • Proven, hands-on experience structuring Agile workflows, Ontologies, and custom metrics specifically within Palantir Foundry (e.g., configuring Foundry Tasks, Workshop, Quiver, Contour).
  • Prior experience directly supporting the Joint Staff, CDAO, or enterprise-level DoD AI/ML and data integration initiatives.

Responsibilities

  • Translate complex Agile metrics into formal status reports for government Contracting Officer's Representatives (CORs), balancing Agile flexibility with rigid federal Statement of Work (SOW) boundaries.
  • Ensure all development work aligns with federal security requirements (e.g., FedRAMP controls, Authority to Operate / ATO conditions) before it is slated for a release train.
  • Align multiple technical tracks (data ingestion, pipelines, front-end) to CDAO mission objectives and facilitate Digital Use Case (DUC) development across multi-directorate stakeholders.
  • Coach individual developers and data scientists, facilitate standard Agile ceremonies, shield the team from scope creep, and actively identify, track, and resolve execution blockers alongside the team.
  • Manage Epics and PIs as custom Object Types within Foundry's Ontology, orchestrating PI Planning using interactive Palantir Workshop dashboards and Notepad documents to map visual object links.
  • Organize data-centric sprints (e.g., finalizing a writeback function or PySpark transform) using Foundry Tasks rather than traditional flat ticketing databases.
  • Build custom analytical workflows in Palantir Contour or Quiver to track velocity and bottlenecks, presenting real-time, interactive data apps directly to federal clients during Sprint Reviews.
