About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The incumbent of this position performs administrative work to assist the Regional Director for the Eastern Region in managing Vocational Rehabilitation Programs. Incumbent serves as member of the regional management team in formulating program goals and policies for the region and may represent the Regional Director as needs dictate. Work is performed independently under the general supervision of a Regional Director and is reviewed through periodic conferences and reports. Other specific duties include assisting Regional Director by assessing and investigating regional problems and taking appropriate action deemed necessary. Monitors case service expenditures and encumbrances. Prepares, with cooperating agencies, 3rd party budgets for mutual rehabilitation programs. Reviews budgets regularly and coordinates with appropriate specialists in state office. Works with architects, contractors and lessors when needs dictate new or expanded offices/facilities. Leads safety & health initiative for the region. Takes lead role in planning and operations for computer technologies. Responsible for procurement card accountability and also responsible for overall planning and approval of office equipment needs. Supervises 5 Engineers, 1 Engineering Technician, and 1 Administrative Specialist. Duty station will be located in the Eastern Region at the discretion of management and program needs. Requirements

  • Master’s degree in Rehabilitation Counseling or Counseling from an appropriately accredited institution and five years of administrative or supervisory experience in a rehabilitation service program
  • Current certification as a Certified Rehabilitation Counselor by the Commission on Rehabilitation Counsel or Certification (CRCC) and five years of administrative or supervisory experience in a rehabilitation service program
  • An equivalent combination of education and experience

  • Demonstrated knowledge of vocational counseling methods, planning, and guidance, with a strong understanding of federal and state laws governing vocational rehabilitation and related services
  • Comprehensive knowledge of public and private resources available to support individuals, with the ability to connect clients to appropriate programs and services
  • Proficient in applying administrative and management principles, including program evaluation, strategic planning, and budget development and oversight
  • Skilled in administering and coordinating rehabilitation services within an assigned area, while fostering effective working relationships with clients, staff, and community partners
  • Strong oral and written communication skills, with the ability to clearly convey information, prepare documentation, and collaborate across diverse audiences
