We seek a qualified, motivated, and progressive individual to join our team as a Regulatory Permitting and Technical Support Specialist. In this role, you will provide technical and regulatory permitting support to the Hanford Field Office (HFO) Assistant Manager for Safety and Environment (AMSE), Environmental Compliance Division (ECD), with a focus on Resource Conservation and Recovery Act (RCRA) permitting and environmental compliance. Review permit applications, modifications, regulatory deliverables, and compliance documents; assess regulatory risks and impacts; and provide technical and strategic recommendations. Support coordination with multidisciplinary stakeholders and regulatory agencies while assisting with compliance evaluations, regulatory analyses, corrective action tracking, and environmental oversight activities.

Requirements

  • Bachelor’s degree in physical science, environmental science, engineering, or a related discipline. In lieu of a bachelor’s degree, a minimum of seven (7) years of relevant experience is required as an equivalency.
  • Ten (10) years of relevant experience (17 years' total if using in lieu of a bachelor’s degree)
  • Experience in environmental regulatory permitting, including development, review, modification, and implementation of permits and permit-related documentation.
  • Demonstrated experience with RCRA permitting and regulatory compliance.
  • Strong knowledge of environmental regulatory frameworks and the ability to interpret and apply regulatory and statutory requirements.
  • Experience in evaluating regulatory impacts, implementation challenges, and compliance strategies.
  • Ability to review and assess technical and regulatory documents for completeness, defensibility, and compliance.
  • Strong written and verbal communication skills, including the ability to prepare clear technical comments, recommendations, and summary analyses.
  • Ability to work effectively with DOE, contractors, and regulatory agencies

  • Direct experience in supporting DOE environmental permitting and compliance programs.
  • Working knowledge of Hanford Site mission, operations, and regulatory drivers.
  • Experience in interfacing with federal and state regulatory agencies on permitting matters.

  • Experience in supporting programs and projects with analysis, tracking, monitoring, assessments, walk-downs, reviews, and coordination.

Responsibilities

  • Review RCRA permit, permit-related documents, and environmental compliance program documents, and provide technical, regulatory, and strategic recommendations.
  • Support development, review, and evaluation of permitting strategies, including identification of regulatory risks, implementation issues, and compliance impacts.
  • Review permit applications, permit modifications, regulatory deliverables, and associated documentation for technical adequacy, regulatory consistency, and completeness.
  • Coordinate and consolidate review comments from multidisciplinary stakeholders and support comment resolution.
  • Participate in meetings, technical workshops, field walk-downs, and regulatory discussions in support of permitting and compliance activities.
  • Provide technical support during interactions with regulatory agencies, including the Washington State Department of Ecology, Washington State Department of Health, and the US Environmental Protection Agency.
  • Review ECD regulatory permitting procedures and oversight documents to ensure environmental and regulatory requirements are current, complete, and effectively implemented.
  • Conduct regulatory analyses to determine the applicability and impact of existing, revised, and proposed environmental regulations on Hanford permitting and compliance activities.
  • Support oversight and compliance evaluation activities, including development of templates, tracking tools, and summary reporting of trends, deviations, and corrective actions.
