About The Position
At OpenAI, our User Operations team safeguards our products and users from legal risk, regulatory non-compliance, fraud, and abuse. The team operates at the intersection of operations, compliance, and user trust, embedded within the broader User Operations organization and collaborating cross-functionally with Legal, Governance Risk & Compliance, Policy and Engineering. We support a global and diverse user base across OpenAI’s suite of product offerings, and developer tools by managing sensitive inbound tickets, regulatory obligations, and escalations. Every user-facing action is grounded in our commitment to legal integrity, ethical practice, and regulatory excellence. We are seeking an independent, adaptive, and operations-minded Regulatory Operations Analyst to help scale and evolve OpenAI’s global regulatory and compliance operations from San Francisco. This role focuses on complex regulatory operations, including work under the EU Digital Services Act (DSA) and EU AI Act, as well as regulatory inquiries and complaints across the Americas, and Asia-Pacific. You’ll manage sensitive cases independently, exercise sound judgment on escalations, and work closely with Legal Counsel, Governance, Risk and Compliance (GRC), and other cross-functional partners. You’ll also bring a working understanding of privacy and intellectual property matters so you can recognize and escalate related issues when needed. Beyond frontline casework, you’ll help shape the documentation, workflows, tooling, and automation that support safe, scalable and regulatory and legal compliance operations. This role is essential to building scalable, high-integrity operations that protect user rights, meet our obligations under emerging and current regulations. You’ll also contribute to multi-phase transitions and automation efforts that support our long-term operational model. Strong personal discretion, empathy, and resilience are essential.
Requirements
- Have 8+ years of experience in regulatory compliance, legal operations, and trust & safety, preferably in a global or high-growth tech environment.
- Have translated content moderation or online safety requirements into operational workflows and can navigate evolving global frameworks as it relates to AI.
- Have partnered with in-house legal counsel, DPOs, or external regulators on audits, inquiries or escalations.
- Understand tiered support structures and have worked with vendor operations at scale.
- Bring a structured automation first, systems mindset to operational governance and risk evaluation.
- Communicate clearly, empathetically, and effectively, especially in writing responses to sensitive issues.
- Operate well in ambiguity and can manage multiple priorities simultaneously with speed and precision.
- Thrive in high-autonomy environments, making sound decisions independently and coordinating effectively across teams and time zones.
Responsibilities
- Handle and resolve complex regulatory and user issues involving: Regulatory, audit, or compliance inquiries and user complaints across Europe, North America, Latin America, and Asia-Pacific. AI governance and regulatory frameworks (e.g., EU AI Act, DSA, and OSA). Regional content moderation and online safety requirements in markets including EU, UK, Brazil, Indonesia, and Australia. Trust & Safety incidents that intersect with regulatory obligations. Privacy and intellectual property escalations e.g. privacy rights requests or copyright takedowns.
- Perform risk evaluations and investigations to shape the safety of our users and compliance with regulatory frameworks.
- Act as incident manager for highly sensitive regulatory reviews, coordinating with Legal on the interpretation of legal and regulatory standards.
- Interface directly with Legal, Governance Risk & Compliance, Privacy, Product, Policy and Support teams to coordinate escalations and resolution paths.
- Implement operational workflows for regulatory compliance and build and maintain tooling, escalation playbooks, and knowledge domains.
- Contribute to vendor training and governance models, especially during transitions and ramp-up phases.
- Lead or participate in cross-functional initiatives that strengthen our regulatory and legal infrastructure.
- Monitor operational health through case quality audits, SLA tracking, escalation accuracy, and data analysis.
