Regulatory Docketing & Compliance Specialist

Base Power CompanyAustin, TX

About The Position

Base is America’s next-generation power company, focused on transforming the electricity grid with distributed batteries. We are seeking a strategic operator to manage key partnerships and drive growth. This role involves representing Base in all interactions with partners, focusing on volume growth, unit economics, and quality outcomes. Collaboration with Deployments, Growth, Software, and Hardware teams is essential to deliver results. The Regulatory Compliance team is a small, high-ownership function within Legal, Regulatory, and Policy (LRP), characterized by clear accountability, tight feedback loops, and a strong bias to action. This team works closely with Policy, Legal, and operating teams to ensure compliance with regulatory bodies governing Base's operations. As Base is a startup, priorities can shift, and the role may evolve.

Requirements

  • 3+ years of regulatory experience at a utility, retail electric provider, alternative supplier, ISO/RTO, state commission, or regulatory consulting firm — with direct experience filing before state utility commissions.
  • Working knowledge of ISO/RTO markets and their rules; comfort reading administrative code and tariffs and translating them into operational requirements.
  • Direct, fact-based written communication style and comfort drafting documents that go to regulators.
  • Project management instinct, bias to grab scope rather than wait for it, and comfort in a fast-moving, unstructured environment.

Nice To Haves

  • FERC Order 2222 implementation, DER aggregation, or distributed battery storage regulatory experience.

Responsibilities

  • Own day-to-day compliance execution for one or more assigned regulators, with clear accountability for filings, reporting cadences, and regulator-facing actions.
  • Draft, review, and submit regulatory filings — license applications, annual reports, tariff filings, EQR submissions, and complaint responses.
  • Track rulemakings and dockets across active jurisdictions; flag business-model implications and required operational changes.
  • Build and maintain internal compliance frameworks across consumer protection, marketing review, contract authorization, and customer engagement.
  • Partner with Launch, Deployment, and Member Experience to operationalize regulatory requirements at scale — EDI flows, autopay and consent language, marketing approvals, and complaint handling.
