About The Position

Supports in the monitoring of existing State and Federal regulatory programs with a special emphasis on all necessary environmental permits for TRWD projects, including construction and water rights Develops strategies to facilitate the acquisition of these permits. Prepares for the acquisition of any necessary permits to support TRWD. Requirements

  • Excellent organization, writing, and presentation skills
  • Ability to work effectively with individuals, groups and units of government
  • Ability to communicate effectively with outside contacts and the reasoning to represent TRWD accurately
  • Five (5) years of experience in supporting regulatory or environmental programs management
  • Working with regulatory agencies
  • Familiar with water industry practices, environmental regulatory standards, and compliance
  • Ability to review construction plans
  • Ability to review and understand technical reports
  • Bachelor’s degree in Environmental Science, Engineering or related field; additional years of related experience may be substituted for the degree on a year-for-year basis
  • Valid Texas driver’s license

Nice To Haves

  • Knowledge of water rights acquisition in Texas
  • Knowledge of environmental permitting for construction or utilities
  • Master’s degree in related environmental field

Responsibilities

  • Monitoring the existing environmental permits for TRWD resources and projects
  • Support the coordination with Federal, State and local regulatory agencies to ensure TRWD program/project compliance with applicable guidance
  • Support the coordination of all TRWD Divisions to ensure that necessary construction and water rights permits are planned for and acquired in a timely manner
  • Identify environmental risks, develop and maintain district environmental programs and processes to mitigate risk and ensure compliance with local, state and federal regulations
  • Coordinate and participate with TRWD Environmental and Central City staff on the development administration and compliance with TRWD Stormwater Permitting Program
  • Review TRWD environmental and regulatory reporting and verify the quality of final submittals to government agencies for TRWD projects
  • Provide oversight on environmental and regulatory compliance inspections and perform routine field assessments/audits of routine and non-routine work activities
  • Monitor and report to TRWD management regarding upcoming changes to regulatory programs of importance to TRWD
  • Monitor and assist in the evaluation of impacts to TRWD resources from waste water and industrial discharges, permitted by TCEQ
  • Work with TRWD Environmental staff to monitor for compliance for MS4 permit
  • Budget preparation for areas related to work responsibilities
  • Act as TRWD representative to local, state and federal entities as well as other environmental groups
  • Maintain familiarity with strategic District levels of service
  • Continuous improvement monitoring and innovation efforts
  • Perform other duties as required
