About The Position

The Regulatory Compliance Officer will support the owner's and compliance program for a major semiconductor manufacturing facility. This position will manage the complete lifecycle of compliance cases, including identification, documentation, assignment, investigation, corrective action, escalation, resolution, and closeout. This role will serve as a central coordination point between the owner's Compliance organization, Construction Management, Project Management, Subcontractors, Contracts, Project Controls, Procurement, Legal, Finance, Workforce, and other applicable project stakeholders. The position is responsible for ensuring that compliance issues are not simply identified, but are assigned to accountable parties, tracked to resolution, supported by appropriate evidence, and formally closed.

Requirements

  • Bachelor's degree in Business, Construction Management, Engineering, Compliance, Finance, Legal Studies, or related discipline preferred.
  • 8+ years of experience in compliance, construction administration, contracts, project controls, quality, risk management, or a related field.
  • Experience managing corrective actions, investigations, cases, RFIs, nonconformances, or similar issue-management processes.
  • Strong documentation and organizational skills.
  • Experience working with contractors and subcontractors.
  • Ability to manage multiple issues across a complex construction program.
  • Strong written and verbal communication skills.
  • Strong analytical and problem-solving capability.
  • Proficiency with Microsoft Office and project/document management systems.

Responsibilities

  • Establish and maintain a centralized compliance case management system that receives, logs, classifies, prioritizes, assigns, and tracks compliance cases.
  • Maintain case status from initial identification through final closure.
  • Define case-severity classifications and escalation thresholds.
  • Monitor aging and overdue cases.
  • Identify recurring issues and systemic trends.
  • Coordinate corrective-action plans.
  • Verify that required corrective actions have been completed.
  • Preserve complete case documentation and audit trails.
  • Maintain awareness of changes to compliance requirements and ensure affected cases are appropriately updated.
  • Support administrative and contractual obligations, workforce requirements, Davis-Bacon requirements where applicable, contractor/subcontractor requirements, reporting obligations, and documentation and evidence requirements.
  • Ensure contractor responses are documented, evaluated, and tracked through closure.
  • Coordinate compliance cases involving general contractors, construction managers, subcontractors, suppliers, consultants, and other project-execution partners.
  • Develop data and recurring reporting for executive leadership and other relevant stakeholders.
  • Maintain case records sufficient to support internal, external, and government audits.
