About The Position

Onward is hiring a hands-on individual contributor to manage and execute day-to-day regulatory compliance across new and existing markets in its multi-state, technology-enabled transportation network. The role supports the launch and operation of transportation programs that help people access healthcare, working across Operations, Legal, Recruiting, Product, Sales, Finance, and other teams. The manager researches regulatory requirements, translates them into operational processes, coordinates filings and approvals, and maintains organized, audit-ready documentation. The position is 100% remote with minimal travel and reports to the COO. The role covers regulatory readiness for new-market launches; ongoing driver and vehicle compliance; compliance programs, reporting, and audit readiness; and the development of scalable processes, controls, trackers, alerts, and workflows. It requires managing multiple jurisdictions, programs, deadlines, and stakeholders, while escalating unclear, high-risk, or legally sensitive issues appropriately.

Requirements

  • At least 5 years of experience in regulatory compliance, transportation compliance, healthcare compliance, safety/compliance operations, regulatory program management, or another regulated industry.
  • Hands-on compliance execution and program management experience, including detailed day-to-day work and broader cross-functional coordination.
  • Ability to read regulations or agency requirements and translate them into clear, repeatable operational processes.
  • Strong organization and attention to detail, with a habit of maintaining audit-ready documentation.
  • Strong project management skills, including managing multiple workstreams, deadlines, dependencies, and stakeholders and driving work to completion.
  • Systems- and process-oriented approach, with an inclination toward workflows, controls, trackers, automation, and repeatability.
  • Ability to influence and drive timely follow-through across Operations, Recruiting, Legal, Product, drivers, and external vendors without necessarily having direct authority.
  • Clear, plain-language communication skills for explaining requirements to frontline operators, internal stakeholders, and regulators.
  • Initiative and comfort solving ambiguous problems and improving processes.
  • High integrity and strong risk awareness, with the ability to pair issue identification with proposed solutions, ownership, and next steps.

  • Experience across multiple states or jurisdictions.
  • Familiarity with transportation, healthcare, or other highly regulated environments.
  • Familiarity with systems and vendors used to support compliance.

Responsibilities

  • Coordinate applications, approvals, registrations, permits, and launch requirements with cross-functional teams.
  • Maintain launch-readiness plans and drive compliance workstreams, dependencies, and deadlines through completion.
  • Identify potential compliance risks and launch blockers, escalating unclear, high-risk, or legally sensitive matters as appropriate.
  • Ensure required compliance documentation, approvals, permits, registrations, and launch dependencies are complete and organized before go-live.
  • Manage ongoing driver and vehicle compliance across active markets, including insurance, vehicle registration, driver’s license requirements, background checks, training, screenings, and market-specific requirements.
  • Monitor expirations and recurring requirements and follow up with drivers and internal teams to ensure timely completion.
  • Maintain accurate, audit-ready compliance records across markets.
  • Improve compliance systems, controls, trackers, alerts, and workflows to create scalable, repeatable processes and reduce unnecessary manual work.
  • Partner with Recruiting, Operations, Product, and other teams to operationalize new or changing driver compliance requirements.
  • Execute and maintain operational compliance programs in partnership with Legal and cross-functional teams.
  • Implement and maintain processes and controls supporting applicable NEMT, TNC, ADA, healthcare partner, and HIPAA-awareness requirements, as applicable.
  • Manage required regulatory filings, reports, registrations, renewals, permits, fees, and other jurisdiction-specific obligations.
  • Maintain a centralized regulatory calendar and accurate, audit-ready documentation across markets and programs.
  • Coordinate preparation for regulatory, customer, partner, and program-specific audits, managing deadlines, documentation, dependencies, and stakeholders.
  • Identify compliance gaps or emerging risks, recommend practical operational solutions, and drive agreed actions to completion.
  • Track open compliance issues through resolution and escalate higher-risk, ambiguous, or legally sensitive matters when appropriate.
  • Support development and implementation of compliance processes as the company enters additional markets, launches programs, or encounters new regulatory requirements.
