About The Position

This full-time position will provide regulatory guidance and support in all matters pertaining to environmental and regulatory compliance and requirements associated with operations and facilities at Columbus Water & Power (CWP). It will coordinate the development, maintenance, and implementation of procedures, guidelines, and documentation to assist CWP operations in maintaining compliance with applicable environmental laws, regulations, permit requirements, plans, conditions, and city policy. This position will ensure that all required permits, permit amendments, and variances are obtained, consistent with all environmental laws and regulatory requirements, and appropriately implemented. It will monitor and ensure all reporting requirements, certifications, reports, and notifications are completed and filed in accordance with regulatory requirements. This position will work with individual operations groups and CWP locations in order to build, maintain, train on, and update a comprehensive environmental management process compliant with laws and in line with industry best practices.

Requirements

  • Possession of a bachelor’s degree and five (5) years of experience regulating or ensuring regulatory compliance in an industry that is subject to significant environmental regulations
  • Possession of a valid motor vehicle operator’s license

Nice To Haves

  • A master’s degree in a relevant field may be substituted for one (1) year of the required experience
  • A doctoral or law degree in a relevant field may be substituted for two (2) years of the required experience

Responsibilities

  • Establishes, maintains, and implements processes, procedures, and documentation to assist all operations in maintaining full compliance with all environmental laws, regulations, permit requirements and conditions, and City policy
  • Monitors regulatory rules and legislative development, as well as court decisions, for relevance to departmental operations; assists department in developing responses to draft or proposed legislation
  • Develops and updates various environmental specific online training modules for Public Utilities employees; maintains training distribution list
  • Performs liaison functions with regulatory agencies and management staff to address methods, policies, reporting requirements, and regulatory concerns
  • Interfaces with the Ohio EPA and other regulatory agencies concerning permits, inspections, audits, enforcement, and project and policy matters
  • Supervises assigned staff; conducts performance evaluations, approves leave requests, and initiates discipline
  • Ensures that all required permits and permit amendments and variances are obtained and are consistent with all regulatory requirements
  • Monitors and ensures all departmental reporting requirements, certifications, reports, and notifications are completed and filed in accordance with regulatory requirements
  • Performs audits of environmental compliance and prepares reports
  • Assesses operational practices at facilities and makes recommendations; monitors implementation of resolutions to bring operational practices into compliance
  • Conducts regular site visits to complete air emission surveys, present environmental compliance information to staff, conduct various environmental trainings, and ensure that compliance is being maintained
  • Prepares oral presentations, comments, and testimony for public hearings or regulatory agencies
  • Develops permit strategies and negotiates for the most effective and efficient means to ensure compliance
  • Recommends operational practices to ensure compliance
  • Assists in the development of work plans to meet future regulatory obligations
