About The Position

Duquesne Light Company (DLC) seeks a self-driven individual to join its regulatory strategy and external affairs team. This role is an exciting opportunity to be part of the evolving energy industry, focusing on affordability, reliability, and clean energy. The Regulatory Affairs Representative works closely with the Senior Manager of Energy Policy to support strategic engagement with the Pennsylvania Public Utility Commission and other regulatory stakeholders, monitor the regulatory landscape, and develop and implement the Company’s regulatory strategy. This position requires excellent communication skills and an ability to collaborate and work cross-functionally. The Regulatory Affairs Representative is responsible for supporting the Company’s regulatory strategy by building and maintaining trusted relationships with regulatory stakeholders and facilitating effective, transparent information sharing. This role serves as a key liaison between the Company and external stakeholders, including the Pennsylvania Public Utility Commission, consumer advocates, other utilities, and trade associations to advance regulatory objectives and ensure alignment on emerging policy and operational issues.

Requirements

  • Bachelor’s degree in public policy, political science, communications, business, or related field.
  • Minimum 2+ years of experience in regulatory affairs, public policy, government relations, or a related field preferred.
  • Strong written and verbal communication skills, with the ability to convey complex information clearly.
  • Demonstrated ability to build relationships and work collaboratively across internal and external stakeholders.

Responsibilities

  • Develop and maintain strong working relationships with regulatory stakeholders, including the Pa. Public Utility Commission, commission staff, consumer advocates, and trade associations.
  • Support the Company’s participation in regulatory meetings, working groups, conferences, and industry forums, including preparing subject matter experts for participation in meetings with regulatory stakeholders, establishing positions and talking points, and/or developing slides or handouts.
  • Proactively identify opportunities to strengthen partnerships and enhance the Company’s credibility with key stakeholders.
  • Engage in informal networking with external stakeholders by participating in events and conferences, formal meetings, as well as informal lunches and coffee meetings.
  • Serve as a primary point of contact for regulatory information exchange, ensuring timely, accurate, and consistent communication.
  • Coordinate responses to stakeholder inquiries, data requests, and information needs.
  • Prepare briefing materials, presentations, and talking points for meetings with regulators and external stakeholders.
  • Translate complex regulatory and technical topics into clear, accessible materials for both internal and external audiences.
  • Support development and execution of regulatory strategies by gathering stakeholder input and monitoring feedback.
  • Monitor the regulatory landscape.
  • Track and analyze emerging regulatory and policy issues to inform engagement strategies and Company positions.
  • Assist with preparation of filings, comments, and testimony in regulatory proceedings, as appropriate.
  • Partner with internal teams (e.g., legal, rates, operations, communications) to ensure alignment on regulatory messaging and stakeholder engagement.
  • Support preparation of subject matter experts for external meetings, including coordination of messaging and materials.
  • Perform other job-related duties as assigned.
