About The Position

This is an internal opportunity only. Only current DOH employees will be considered. The Registered Nurse Specialist works in the specialized area of Tuberculosis and Refugee Health under the direct supervision of Clinical Supervisor in the Division of Disease Control and Health Protection, Department of Health in Pinellas County. The incumbent provides professional public health nursing services in the clinic and utilizes principles of the sciences of professional nursing and public health ensuring for the implementation of effective case management practices. The incumbent utilizes the public health nursing process of case finding, assessment, nursing diagnosis, planning, intervention, case management, evaluation and documents nursing care utilizing the integrated Nursing Process/SOAPIE, or SOAP format as indicated by Department of Health policy and procedure.

Responsibilities

• Completes nursing duties as assigned in the clinical and case management settings in both Refugee Health and Tuberculosis clinics as assigned.
• Responsible for ensuring that all newly arriving refugees, asylees and other Office of Refugee Resettlement (ORR) eligible persons complete the health screening and vaccination process in a timely manner.
• Provide appropriate health orientation and education for all newly arrived refugees, asylees and other ORR eligible persons.
• Strengthen collaborative relationships with refugee resettlement agencies and local health care providers to ensure that newly arrived refugees, asylees and other ORR eligible persons understand and utilize the U.S. health care system.
• Ensures clinic patient flow - Initiates clinic client intake procedures, identifies client needs, and provides referrals and follow-up client education as ordered. Assists with the timely administration of recommended immunizations.
• Reviews Electronic Disease Notification (EDN) system to identify and assist with immigrants with A-C statuses that need further follow up for Tuberculosis, including latent active TB, and other communicable diseases.
• Assesses, plans and manages client care based on physical and laboratory findings in accordance with established program procedures and protocols; evaluates and interprets lab results.
• Compiles and evaluates patient’s health history, physical findings, and if necessary, initiates further diagnostic laboratory tests.
• Provides health education.
• Initiates treatment under a physician’s supervision or within the limits of established protocols; Completes appropriate referrals as needed; Documents all observations findings and actions in the HMS database as well as EDN worksheets as appropriate, following established procedures while always maintaining strict confidentiality.
• Maintains communication with the clinical supervisor and program manager advising on status of clients.
• Submits completed EARS, time and attendance and other required documentation as required.
• Attends required meetings and training, including annual staff and nursing in-services and Nursing Action Team meetings when scheduled by the agency.
• Provides professional and community education programs on tuberculosis.
