About The Position

GENESYS Health Alliance is seeking a full-time Registered Nurse (RN) to serve as the Health Service Administrator (HSA) at the Sumter-Lee Regional Detention Center in Sumter, South Carolina. This role is crucial for ensuring comprehensive compliance and quality care within the medical unit. The HSA is responsible for managing staffing, compliance, coordinating services, and maintaining effective communication with both facility staff and the GENESYS Health Alliance Corporate office. Responsibilities

  • Serve as the Health Services Administrator to ensure comprehensive compliance and care within the medical unit.
  • Manage staffing, compliance, and coordination of internal/external services.
  • Communicate effectively with facility staff and GENESYS Health Alliance Corporate office.
  • Act within state licensing mandates and established scope of practice.
  • Utilize GENESYS Health Alliance policies/procedures and correctional policies/procedures in decision-making.
  • Ensure current knowledge of GENESYS Health Alliance policy and procedures, state/federal laws, state nurse practice acts, NCCHC standards, and site operational workflow.
  • Direct and manage the administrative function of a correctional facility, including oversight of all facets of facility operation, fiscal responsibility, and day-to-day management of staff.
  • Directly and administratively supervise facility employees, including hiring, interviewing, performance appraisals, scheduling, training, employee development, disciplinary actions, and conflict mediation.
  • Determine staff salary levels and develop procedures to improve efficiency.
  • Review, interpret, recommend, and implement administrative policies to ensure adherence to contract and regulatory requirements.
  • Identify and resolve issues regarding administrative and fiscal matters.
  • Regularly evaluate administrative systems and services.
  • Participate in the design, establishment, and maintenance of the organizational structure.
  • Assist in recruiting professional staff and independent contractors.
  • Represent the facility externally and internally on committees and at meetings.
  • Maintain a good working relationship with correctional personnel, nursing staff, contracted providers, outside provider agencies, and corporate office staff.
  • Approach change positively and motivate other staff members to work as a team.
  • Accept feedback on performance improvements for professional growth and development.
  • Demonstrate strong interpersonal skills, tact, and professionalism.
  • Cope with stressors and remain calm; defuse situations and function as a role model for staff.
  • Prepare accurate and thorough reports requested by the Director of Nursing/Regional Manager or GENESYS Health Alliance Corporate office.
  • Ensure adequate staffing at the facility and maintain accurate employee schedules.
  • Assist with interviews and employee actions as directed.
  • Fill in as needed during periods of short staffing, potentially working varied days, nights, weekends, and holidays.
  • Accept assignments at other locations in the event of emergent situations and assist with start-up facilities.
  • Accept on-call status as scheduled and respond to all calls in a timely manner.
  • Review time sheets and forward information needed to justify OT, absences, leave, etc.
  • Answer payroll questions in a timely manner.
  • Attend/conduct meetings as required.
  • Meet with designated Jail Administration on routine visits and as needed.
  • Function as a liaison between GENESYS Health Alliance and other professional organizations.
  • Ensure staff are prepared for provider visits and that patients are transported to the medical department in a timely manner.
  • Communicate any issues with provider availability, efficiency opportunities, and/or needs with facility administration.
  • Review status of inmates/detainees with serious health problems/high-risk conditions.
  • Monitor inpatient hospitalizations and ensure early release whenever appropriate.
  • Evaluate referrals to outside consultants and ER for necessity and intervene when necessary related to security issues.
  • Review Prior Approvals (PAs) to prevent delays in care.
  • Implement and monitor corrective actions for site issues, including documentation of staff education.
  • Monitor all logs as required by GENESYS Health Alliance policy/procedure and ensure weekly submission of all required service logs.
  • Monitor county email for timely and appropriate responses.
  • Monitor accountability of sharps/tools/narcotics/keys/medications and document use as required.
  • Perform other duties as assigned or requested by GENESYS Health Alliance corporate or direct supervisor.
