About The Position

The Kansas City VA Medical Center is recruiting for a Registered Nurse Chief Health Informatics Officer (CHIO) who will function as an administrator, educator, consultant, and mentor with a wide range of experience and leadership ability. The CHIO supports the integration and collaboration of all professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. Health Informatics (HI) is a multidisciplinary and integrative field that focuses on health information management and information technology (IT) in support of health and health care. This position establishes a formal informatics leadership presence at the facility level. The CHIO should demonstrate core informatics functions at an intermediate to advanced proficiency level, including content management, application support, health information technology system optimization, enterprise data management, business architecture management, partnership management, requirements management, and change management.

Requirements

• English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
• Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
• Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
• Master's degree in Nursing (MSN) and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a related field with a BSN and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

Responsibilities

• Collaborates with interdisciplinary team members, including other program and service leaders at the facility and Veterans Integrated Services Network (VISN).
• Relates effectively with customers, families, and the community as well as program and service leaders at the local and VISN levels.
• Assists the executive leadership team with healthcare operations and the functions and activities expected of them.
• Contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of Veteran care.
• Establishes and maintains effective relationships with all levels of Veteran Affairs (VA) staff nationwide.
• Leads organizational change, fostering collaboration, communicating effectively, and managing large scale projects related to clinical information systems.
• Evaluates how clinical information systems impact users and patients, promotes clinical adoption of systems, and acts as a catalyst for change.
• Oversees strategic planning, resource allocation, policy implementation, and decision-making methods within the health informatics service line (i.e., via co-chair role of the HI Integrated Governance Body).
• Ensures the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system.
• Applies statistical, machine learning, visualization, inferencing and other techniques to enable decision support ranging from the point of care to enterprise-wide population management.
• Evaluates and supports facility-wide patient care delivery programs, policies, guidelines, and procedures that describe and guide how patients' health care needs are assessed, evaluated, and met.
• Endorses and upholds national policy that promotes optimal and competent health care practices in all settings to address social and health inequities.
• Cultivates and maintains effective relationships with key partners and stakeholders, demonstrating a strong collaborative management style with creative thinking that impacts HI from the VHA Central Office level through the VA Medical Center level.
• Utilizes innovative practice patterns and specializations to continuously develop the informatics role and associated competencies, aligning it with the strategic needs of the organization.
• Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates; leveraging project management principles and environmental assessment to drive adoption of change.
• Evaluates and identifies necessary changes to optimize clinical workflows and the health IT system, certifying that the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing and improvement of the system.
• Promotes fundamental information system concepts, including the life cycle of information systems, the constantly evolving capabilities of information technology and health care, and the technical and non-technical issues surrounding system implementation.
