About The Position

The Department of Youth Services (DYS), under Massachusetts General Laws, Chapters 18A, 119 and 120, is the juvenile justice agency of the Commonwealth of Massachusetts. The Department’s mission is to protect the public and prevent crime by promoting positive change in the lives of youth committed to DYS care and custody, and by partnering with communities, families, government, and provider agencies toward this end. The Department accomplishes its mission through interventions that build knowledge, develop skills and promote positive changes in the behavior of the youth in DYS care and custody. The goal of DYS is to focus on youths’ gradual reintegration back to the community as productive citizens. DYS works in partnership with provider agencies, law enforcement and school officials, families, communities and others to ensure that the services provided are effective and that they create pathways to success for the young men and women in DYS care and custody. By working in close collaboration with these entities, DYS can continue to help make communities better and safer places. The Department of Youth Services has undertaken several program and management restructuring initiatives with the overarching goal of increasing the level of efficiency and effectiveness of Department programs and services. These actions were initiated to continue the provision of care and custody of youth under increasing difficult budgetary constraints and the growth in the population of juveniles committed to DYS. We are seeking a dynamic individual for the role of Program Coordinator II - Regional Workforce Coordinator to support to the Central Region including support to residential and community programs in a variety of areas including HR activities, tracking of overtime, event planning and coordination and regional trainings.

  • At least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
  • Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience. II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience. III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Responsibilities

  • Assist with and coordinate HR activities for the Region to ensure that individual programs consistently deliver HR services for current and prospective employees.
  • Collaborate with the Central office by participating in staffing calls, coordinating interviews, supporting candidates through the hiring process, and monitoring and tracking vacancies.
  • Assist with the staff onboarding processes, including new hire orientation, on an ad hoc basis.
  • Draft HR-related documents for Western region programs, including Personnel Intake Transaction (PIT) forms for routine, non-complex transactions and Personnel Exit Transaction (PET) forms for resignation/termination/retirements. Ensure all fields and data are correct before submitting to the DYS HR unit.
  • Regional point of contact to assist with completing and submitting benefits and leave forms.
  • Complete and submit network access forms, including SCR-1 forms for email and JJEMS access.
  • Draft and submit SSTA Reports-To Changes to DYS HR Unit.
  • Draft requisitions via MassCareers and submit them to DYS HR for review and posting.
  • Attend recruitment fairs and speaking engagements to attract new employees.
  • Participate in regional and departmental meetings and committees, including Workforce Development and quarterly Regional Administrative Coordinator meetings.
  • Maintain OT reports and track employee status to determine staffing needs.
  • Perform administrative functions, which include filing, faxing, scanning, and photocopying documents as needed, as well as scheduling meetings and appointments for the Regional Director.
  • Work with unit Directors to update and circulate office policies; advise regional staff regarding HR-related policies and procedures.
  • Coordinate HR status updates and maintain HR-related files; guide regional staff to assist with managing vacancies and overtime.
  • Assist with various special projects and coordinating events as needed.
  • Assist with managing the content of the DYS intranet/ PULSE and Instagram page and provide training and recognition to regional staff.
  • Direct, assign, and supervise the work of administrative support staff; provide on-the-job orientation and training to employees of a lower grade on matters such as office protocol, phone etiquette, computer systems and HR policies, internal and external communications; Delegate responsibilities such as phone coverage for Regional Office, greeting and escorting guests and other duties as assigned, etc.
  • Review and approve time in SSTA for subordinate staff; complete EPRS.
  • Perform related duties as required.
