Regional Services Director - ILS, SLS, CFS
About The Position
Thrive Support Services is expanding into the Santa Cruz Regional Center catchment area and is seeking a leader to spearhead this launch. This role is for an individual who is motivated to build a program from the ground up, rather than manage an established one. The Regional Services Director will be the initial Thrive presence in the region, responsible for launching the Independent Living Services (ILS) program, fostering relationships with the Santa Cruz Regional Center, and assembling a team dedicated to person-centered, community-based support for adults with Intellectual and Developmental Disabilities (I/DD). The role will evolve to include expansion into Supported Living Services (SLS), Community Care Facilities (CFS), and In-Home Respite as the office grows.
Requirements
- 3–5+ years of leadership experience in I/DD, social services, or community-based care
- Knowledge of the California Regional Center system and ability to navigate it confidently
- Experience building or launching programs or teams
- Exceptional communication skills with staff, participants, families, and government partners
- Valid California driver's license
- Current vehicle registration and use of a vehicle in good running condition during work hours
- Valid automobile insurance for that vehicle and all passengers that meets the minimum coverage requirements of the agency which is (100k/300k bodily injury liability)

Responsibilities
- Launch and grow Thrive's programs in the Santa Cruz Regional Center catchment area, starting with ILS and scaling from there
- Build relationships with Regional Center service coordinators, intake staff, and community partners from day one
- Hire, supervise, and develop Program Managers as each service line comes online
- Ensure full compliance with DDS regulations, Title 17, vendorization requirements, and Regional Center standards
- Manage regional billing, staffing, and service authorization to meet program performance targets
- Report monthly to the COO on enrollment, operations, compliance, and growth milestones
- Serve as the face of Thrive Support Services in Santa Cruz County
