About The Position

Wu Yee Children's Services is seeking a Regional Manager to ensure high-quality resources and services for Child Development center staff, children, and families, in compliance with all regulatory requirements. This role involves supporting and leading staff training and development, and ensuring adherence to Community Care Licensing, Title 5 & Title 22, Early Learning for All, and Head Start performance standards.

Requirements

Bachelor’s degree within Early Childhood Education / Child Development requirement.
A valid Child Development Program Director Permit
A minimum of (8) eight years of successful supervisory experience in and early childhood program
Experience supervising multiple program sites and developing leadership teams.
Experience implementing Head Start, CDE, Community Care Licensing, and Early Learning for All requirements.
Demonstrated experience facilitating adult learning and professional development.
Experience working with culturally and linguistically diverse children, families, and staff.
Extensive knowledge of Early childhood education systems, Child development, Head Start Performance Standards, Community Care Licensing, Title 5 and Title 22 regulations, Early Learning for All (ELFA), ERSEA requirements
Strong instructional leadership and coaching skills.
Excellent organizational, analytical, project management, and strategic planning skills
Demonstrated ability to motivate, mentor, and lead diverse teams.
Strong conflict resolution, facilitation, and relationship-building skills.
Excellent written, verbal, and presentation skills.
Ability to manage multiple priorities while maintaining high-quality program operations.
Proficiency with Microsoft Office Suite, ChildPlus, and other organizational data systems

Responsibilities

Provide strategic leadership for assigned Child Development Centers to ensure high-quality program implementation and organizational alignment.
Develop operational strategies that strengthen program quality, staff engagement, and child and family outcomes.
Partner with the Director of Early Learning Services and Content Area Managers to design and implement organizational systems and initiatives.
Support implementation of agency strategic priorities across all assigned centers.
Foster a culture of accountability, innovation, collaboration, and continuous improvement.
Recruit, supervise, coach, mentor, and evaluate Center Managers.
Build leadership capacity through reflective supervision, coaching, professional development, and performance management.
Provide orientation and ongoing training regarding agency policies, Community Care Licensing regulations, Title 5, Title 22, Early Learning for All requirements, and Head Start Performance Standards.
Lead regular Center Manager meetings focused on collaboration, professional learning, problem-solving, and operational consistency.
Identify professional development needs and collaborate on workforce planning and resource allocation.
Ensure assigned centers maintain compliance with Head Start Performance Standards, Early Head Start Performance Standards, Community Care Licensing Regulations, Title 5 and Title 22 Requirements, Early Learning for All (ELFA), California Department of Education (CDE) contract requirements.
Monitor implementation of agency policies, procedures, and quality standards.
Coordinate program monitoring activities with Center Managers, Content Managers, and external reviewers.
Develop and monitor corrective action plans resulting from monitoring visits, audits, and licensing reviews.
Evaluate program performance and implement quality improvement initiatives based on monitoring results and organizational priorities.
Monitor key operational functions including: Staffing patterns, Attendance, Enrollment (ERSEA), Purchasing, Facility projects, Budget performance.
Ensure efficient allocation of staffing and operational resources across assigned centers.
Approve purchases for center materials and supplies.
Coordinate substitute teacher assignments to maintain licensing ratios and program quality.
Provide operational leadership and serve as Acting Center Manager during leadership vacancies or absences.
Support Family Engagement initiatives and assist with family meetings, conflict resolution, and grievance follow-up.
Promote collaborative partnerships among families, center leadership, and community stakeholders.
Oversee resolution of center-based community concerns and ensure appropriate escalation in accordance with agency procedures.
Encourage meaningful family participation that supports children's development and school readiness.
Represent Wu Yee Children's Services in local, regional, and statewide collaborative networks related to early childhood education.
Monitor program performance through operational reports, licensing reviews, attendance data, ERSEA reports, and quality indicators.
Analyze program data to identify trends, barriers, and opportunities for improvement.
Ensure timely completion of state, local, and organizational reports.
Use monitoring findings, family feedback, and performance data to guide continuous quality improvement.
Develop action plans that strengthen operational effectiveness and program quality.
Collaborate with Child Development leadership, Family Services, Finance, Human Resources, Facilities, and other departments to ensure coordinated service delivery.
Support implementation of agency-wide initiatives, strategic planning, and organizational improvement efforts.
Promote cross-functional communication that strengthens consistency across all Child Development Centers.
