About The Position

RHM Real Estate Group is seeking an experienced Regional Manager – Affordable Housing to oversee the day-to-day operations and performance of a portfolio of affordable housing properties in Greater Cleveland, Ohio. This position will provide critical support and leadership to site management teams in collaboration with our in-house Operations, Accounting, Facilities, Human Resources, and Compliance departments. Critical to RHM’s continued growth and success, our next Regional Manager must be a reliable, results-driven, and dynamic property management professional with extensive affordable housing experience and the ability to effectively manage multiple properties, projects, and priorities simultaneously.

Requirements

  • High School Diploma or GED required.
  • 5+ years of property management experience, including significant affordable housing experience.
  • Experience overseeing a portfolio of 1,000+ affordable housing units strongly preferred.
  • 3+ years of previous supervisory experience overseeing multiple locations highly preferred.
  • In-depth knowledge of affordable housing programs, including LIHTC and Project-Based Section 8.
  • Experience with EIV reports and affordable housing compliance requirements required.
  • Working knowledge of applicable Landlord-Tenant Laws, Fair Housing Regulations, IRS Section 42 – LIHTC Program, HUD requirements, and other laws and regulations related to property-specific guidelines and occupancy standards.
  • Experience conducting property and file audits and interacting with regulatory agencies.
  • Strong financial acumen with the ability to prepare and analyze property operating budgets, budget variance reports, occupancy reports, income and expense statements, and financial statements.
  • Strong leadership, management, and supervisory skills, with the ability to effectively manage a diverse employee base across multiple locations.
  • COS (Certified Occupancy Specialist) certification strongly preferred.
  • Other relevant affordable housing or property management industry certifications are a plus.
  • Proficient with Microsoft Office Suite required.
  • Working knowledge of Yardi management software is strongly preferred.
  • Demonstrated ability to operate and manage effectively in a complex, fast-paced, and dynamic property management environment.
  • Ability to effectively prioritize and manage multiple properties, projects, deadlines, and competing priorities.

Responsibilities

  • Oversee the day-to-day operations and financial performance of properties within the Affordable Housing Portfolio.
  • Implement policies, procedures, and practices to enable each property to meet budgeted financial and operational goals.
  • Provide direct oversight and support to Property Managers, ensuring effective strategies are in place for expense control, resident retention, leasing, and overall property performance.
  • Ensure adherence to best practices related to property condition, operating standards, policy compliance, and performance metrics.
  • Ensure compliance with applicable affordable housing programs, including LIHTC, Project-Based Section 8, and other property-specific regulatory requirements.
  • Work closely with the Compliance Department to ensure site staff maintain compliance with all applicable regulatory and funding requirements.
  • Monitor LIHTC applications, annual recertifications, interim recertifications, EIV requirements, and other affordable housing compliance processes.
  • Conduct regular file reviews, property audits, physical inspections, and compliance reviews to ensure properties remain in good standing with applicable regulatory agencies and funding programs.
  • Maintain compliance with Equal Housing Opportunity and Affirmative Fair Housing requirements, including applicable Affirmative Fair Housing Marketing Plans.
  • Respond to, track, and assist with the resolution of Fair Housing discrimination complaints and resident concerns.
  • Manage collections, including monitoring aged receivables, oversight of the eviction process, and ensuring appropriate correspondence and collection efforts.
  • Work with Property Managers to ensure resident complaints are handled expeditiously, diplomatically, and professionally.
  • Communicate with ownership regarding weekly reports, property performance, compliance matters, and property issues.
  • Collaborate with the Director of Operations to identify revenue opportunities and analyze market conditions, competition, and economic factors impacting property performance.
  • Work with the Accounting Department to ensure accurate financial reporting, timely invoice processing, and proper classification of income and expenses.
  • Prepare and analyze operating budgets, budget variance reports, occupancy reports, income and expense statements, and other financial reports.
  • Responsible for approval of on-site purchasing and ensuring expenses remain within approved budgets.
  • Manage the bid and contract execution process for applicable operating expense categories and ensure site staff utilize preferred company vendors.
  • Make recommendations to improve marketing, leasing, occupancy, and resident retention efforts.
  • Oversee unit turns and ensure vacant units are properly maintained and ready for occupancy.
  • Conduct regular property visits, inspections, and audits to maintain high property and operational standards.
  • Coordinate with the Facilities Manager regarding property emergencies, maintenance concerns, inspections, and regulatory requirements.
  • Collaborate with the Facilities Team on large-scale and project-based capital improvements, including value-add, tax credit, and other construction projects.
  • Work with the Director of Capital Projects on value-add initiatives, tax credit projects, and construction projects exceeding $10,000.
  • Hire and supervise site staff, including interviewing administrative staff, Property Managers, and leasing staff where appropriate.
  • Provide leadership, training, coaching, and support to site management teams while addressing employee concerns and performance issues.
  • Oversee, monitor, and report work hours for site staff within the portfolio, ensuring payroll is processed timely and accurately.
  • Support and fill in at the property level as needed to assist with hands-on work, operational needs, and task completion.
  • Maintain positive and professional relationships with property owners, residents, employees, vendors, and regulatory agencies.
  • Manage incident reports and litigation-related documentation, ensuring appropriate information is forwarded to the applicable parties.
