About The Position

The Regional Director Migrant Seasonal Head Start Program (MSHS) is responsible for the development of a program model design centered around the Early Learning Outcomes Framework and Parent Family Community Engagement Framework. This role promotes the advancement of emotional, social, physical, and cognitive development of infants, toddlers, and preschool children, while also promoting parental engagement in all aspects of the program to prepare children for kindergarten. The Director is accountable for the regional performance of the Head Start program, encompassing Program Quality and Outcomes, Programmatic Content, Safety and Security of Children, Parental Education, Budgeting and Financial Oversight and Compliance, Regional Grant Writing, Management, and Reporting, ensuring that standards are exceeded. This position ensures the implementation of a multi-center-based regional operation, providing direction and leadership to the regional program through various problem-solving techniques to maintain an effective and efficient operation and ensure compliance with federal, state, local, and agency regulations. The role involves managing and supervising the regional program and design in accordance with all applicable federal, state, and/or local funding requirements, and ensuring prompt and thorough staff evaluations through annual performance reviews. In collaboration with program management staff, the Director will develop and implement a career ladder for regional and center personnel, maximizing necessary resources to facilitate its implementation. Communication includes conducting weekly/bi-weekly/monthly meetings with Regional and Center Staff. The Director directs regional coordination and development of local and state linkages, and coordination agreements with state agencies, county health and social service departments, school districts, Title I Migrant Education, and migrant health services to foster collaboration and improve resources for parents and children. Responsibilities include reviewing program operations for effectiveness and efficiency, conducting regional short- and long-range planning to develop and implement initiatives, and creating seamless systems with other programs to ensure interagency coordination for parent and child access. The Director is responsible for identifying new resources to enhance the program's mission, preparing regional budgets and grant proposals, ensuring fiscal, programmatic, and administrative requirements are met, and complying with all funding source mandates, applicable laws, and regulations. This includes reviewing regional monthly financial and statistical reports to assess budget status and initiate preventative measures. The role involves working with program staff, policy groups, and community leaders to develop integrated Child Development work plans, corresponding budgets, facility operation policies, and recruitment, selection, and enrollment policies and procedures, ensuring compliance with program, state, and federal guidelines. The Director develops and implements plans to ensure regional compliance with non-federal share match requirements and strategies for increasing the program's accumulated non-federal share. This includes developing a regional record-keeping and reporting system with electronic data collection and analysis for program reports, community assessments, and annual reports. The Director is responsible for the full implementation of the Family Data Base System, including CHILDPLUS Reporting and record-keeping systems, to capture necessary information for end-of-year reports and statistical data. Staying informed of national, regional, and state issues and legislation related to early childhood development and disseminating this information is crucial. The Director ensures the implementation of an electronic property management system for regional program inventories, including capital equipment, in compliance with procurement and disposal procedures. Attendance at staff meetings, seminars, conferences, and workshops is required for staff development. Other duties as assigned are necessary to meet agency goals.

Requirements

  • B.A. Degree in Public Administration, Business Management, or any other administrative related field.
  • Three years’ experience in management and/or supervisory position.
  • Must have knowledge of federal, state and locally funded programs.
  • Knowledgeable of low-income family needs and able to demonstrate through experience.
  • The ability to work effectively with children and families.
  • Ability to work irregular hours with required travel.
  • Hold a valid driver’s license and adequate vehicle insurance.

  • Masters’ Degree Preferred.
  • Bilingual with fluency in English and Spanish: verbal and written form, PREFERRED .
  • Experience in Migrant and Seasonal Head Start Programs, PREFERRED .

  • Ensure compliance with applicable program, state and federal guidelines.
  • Develop and implements plans to ensure regional compliance with its non-federal share match requirements.
  • Develop strategies for increasing the amount of the programs accumulated non-federal share.
  • Development of Regional Record keeping and Reporting system that includes electronic data collection (weekly, monthly, and annual) and data synthesizes and analysis for completion of Program Information Report, Community Assessment, Annual Reports, and other reporting requirements.
  • Full implementation of Family Data Base System including CHILDPLUS Reporting and record keeping systems to capture information necessary for end of year program report and the development of statistical data on children, families, and Program.
  • Staying informed of national, Regional and State issues and resources including legislation related to early childhood development and disseminate this information to leadership Team, Policy groups, parents, and staff.
  • Ensuring implementation of electronic property management system that includes regional program inventories, including capital equipment that complies with all procurement and disposal procedures consistent with 2 CFR 200 and Part 75 requirements.
  • Attends staff meetings, seminars, conferences, and workshops as assigned in order to promote positive staff development.
  • Performs other duties as assigned and necessary to meet agency goals and objectives.
