About The Position

The Regional Director of Apartment Services provides strategic leadership and operational oversight for RTI's Apartment Services programs. This role is responsible for ensuring high-quality, person-centered services that comply with Minnesota Department of Human Services (DHS) regulations and RTI policies. The Regional Director oversees program operations, staff leadership, compliance, financial performance, and risk management while fostering a culture of accountability, collaboration, and continuous improvement. This position partners closely with internal departments, external stakeholders, and community partners to ensure exceptional outcomes for the individuals we serve.

Requirements

  • Bachelor's degree in a human services-related field and one year of full-time experience providing direct care services to individuals with disabilities or adults age 65 or older; OR Associate degree in a human services-related field and two years of qualifying experience; OR Diploma in a human services-related field and three years of qualifying experience; OR At least 50 hours of education and training related to human services and disabilities, along with four years of qualifying supervised experience.
  • Demonstrate progressive leadership and supervisory experience within human services.
  • Possess strong knowledge of Minnesota DHS licensing standards, including 245D regulations.
  • Have experience managing multiple programs, staff, budgets, and compliance requirements.
  • Demonstrate excellent communication, organizational, and leadership skills.
  • Successfully pass a Minnesota Department of Human Services background study.
  • Possess a current valid driver's license, a satisfactory driving record, reliable transportation, and maintain valid automobile insurance.

Nice To Haves

  • Master's degree in Human Services, Social Work, Healthcare Administration, Business Administration, or a related field.
  • Three or more years of leadership or administrative experience overseeing multiple human service programs.
  • Experience managing 245D licensed programs.
  • Experience with program budgeting, quality assurance, regulatory compliance, and organizational leadership.

Responsibilities

  • Provide leadership and oversight for all Apartment Services programs.
  • Ensure services are individualized, person-centered, and aligned with participant goals and support needs.
  • Monitor service quality and ensure compliance with RTI standards and DHS licensing requirements.
  • Support Program Managers in promoting participant independence, community inclusion, and informed choice.
  • Collaborate with case managers, guardians, county representatives, healthcare providers, and interdisciplinary teams to coordinate services.
  • Respond to complex participant situations and provide leadership during crisis situations when needed.
  • Ensure timely, accurate, and professional documentation across all programs.
  • Supervise, mentor, and develop Program Managers and other leadership staff.
  • Establish clear performance expectations and promote accountability.
  • Conduct regular supervision meetings, coaching sessions, and annual performance evaluations.
  • Partner with Human Resources and Talent Acquisition on workforce planning, recruitment, onboarding, and retention initiatives.
  • Foster employee engagement, professional development, and a positive workplace culture.
  • Address employee performance concerns through coaching, corrective action, and ongoing support.
  • Serve as the Designated Coordinator in accordance with Minnesota Statute 245D requirements.
  • Ensure compliance with all applicable federal, state, county, and organizational regulations, including HIPAA, OSHA, and Minnesota DHS licensing standards.
  • Oversee documentation audits, licensing readiness, and quality improvement initiatives.
  • Monitor staff training requirements and ensure all certifications remain current.
  • Implement corrective action plans and monitor ongoing compliance efforts.
  • Monitor program budgets, labor utilization, scheduling, payroll, and operational expenses.
  • Partner with Finance to ensure accurate billing, authorizations, and fiscal accountability.
  • Identify opportunities to improve operational efficiency while maintaining quality services.
  • Assist with budget planning, forecasting, and strategic resource allocation.
  • Identify operational, compliance, and participant safety risks and implement proactive solutions.
  • Ensure timely reporting of incidents, emergencies, allegations, and participant concerns.
  • Partner with Compliance and Human Resources during investigations and corrective action processes.
  • Promote safe environments for both participants and employees.
  • Build and maintain collaborative relationships with landlords, guardians, county agencies, healthcare providers, and community partners.
  • Represent RTI professionally during meetings, licensing visits, and stakeholder collaborations.
  • Respond promptly to questions, concerns, and service-related issues while promoting positive relationships.
