About The Position

Seeking a highly motivated COMSEC subject matter expert as a COMSEC Regional Manager and COMSEC lead for a series of large operational and development COMSEC accounts in Marlborough, Massachusetts. In addition, the role includes leading a team that includes a growing COMSEC team who manage multiple complex accounts, both traditional and Key Management Infrastructure (KMI), and aid programs and operations in business and facility planning for programs needing COMSEC material. The selected candidate will work directly with government representatives, program engineers and the National Security Agency (NSA) to identify the proper application of cryptographic key, validate COMSEC requirements; and support multiple U.S. Government contracts and Foreign Military Sales through the gate process with planning, scheduling, and arranging program specific COMSEC support ensuring COMSEC equipment reliability and availability. The role requires close collaboration with government program personnel, Program Managers and Lead Engineers to develop In-Process Accounting Procedures (IPAP), Key Management Plans (KMP), and Bases of Estimates (BOE). Additionally, the COMSEC Manager will maintain COMSEC portions of the Site Security Plan to include security aspects of facility procedures, and work outside of the Security department to resolve complex challenges, enabling cost effective and efficient line processes for production, depot, assembly, and repair line; resolve RCAS, GCAR, and CORE efforts. Local travel required to other locations as necessary.

Requirements

  • A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
  • Experience with management of a large COMSEC account
  • Experience managing a COMSEC account in a production/depot environment
  • Experience authoring and managing in-process accounting procedures and key management plans
  • Experience training COMSEC teams in all aspects of day-to-day COMSEC operations
  • Experience with End Cryptographic Unit management and load/fill procedures
  • Experience with troubleshooting COMSEC equipment
  • Experience with NSA CSSM Policy 3-16 and its associated references
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • DoD Clearance: Top Secret
  • Active and existing security clearance required on day 1

Nice To Haves

  • Previous NSA COMSEC certification preferred
  • KMI training certification
  • Experience in the management of Windows based information systems
  • Knowledgeable of legacy COMSEC equipment

Responsibilities

  • Oversee management and compliance for COMSEC accounts over a large geographical area
  • Lead a team of COMSEC professionals
  • Prepare shipment, order, receipt, and maintenance of COMSEC equipment and encryption key
  • Track supersession dates
  • Submit accurate and timely NSA accounting reports
  • Perform software upgrades to encryptors
  • Secure telephone equipment, fill devices, and other COMSEC equipment
  • Complete endorsements of AEHF products
  • Conduct/reconcile COMSEC inventories, compliance validations, and incident reporting and investigation
  • Provide on-the-job training to the COMSEC team, Production Control, Front Line Leaders, engineers, assemblers, and other COMSEC users in all aspects of COMSEC accountability, security, compliance
  • Establish local COMSEC policy
