About The Position

This position is primarily responsible for leading the daily operations of the Convenience Center Scale House, including woodwaste, bulk and household trash. Coordinates, assigns, leads, and follows up with the daily operation of assigned staff related to solid waste trash, bulk/brush collections. Assists in maintaining and monitoring recycling sites. Determines the procedures that will be followed in accomplishing the work. Coordinates, leads, and participates in the planning and completion of work, and oversees responsible multi-skilled workers in a team-based work environment. Working hours are Tuesday-Saturday 8am-4:30.

Requirements

High School Diploma or General Education Degree (GED)
Three or more years of trash/refuse, bulk/brush collection experience and recycling site operation, some of which have been in a supervisory/leadership capacity; or equivalent education and experience.
Possession of valid driver's license issued by the Commonwealth of Virginia and an acceptable driving record based on City criteria
Possession of Class B or A Commercial Driver's License (CDL) issued by the Commonwealth of Virginia
Ability to obtain Flagging Certification
Relevant background checks must be completed and approved including physical exam, drug and alcohol screens, criminal background check
Must have certificates of completion for IS100 and IS700 National Incident Management (NIMS) training
Ability to obtain First Aid CPR certification

Responsibilities

Oversees the daily operations of the Convenience Center; opens center and prepares for daily operations.
Coordinates and oversees the daily operations of the scale house, including making sure Paradym software, credit card machine and scales are up and running daily.
Assigns, leads, and follows up with the daily operation of assigned staff.
Coordinates bulk and household trash hauls to the landfill and transport of metal and tire bins to appropriate locations as they fill up.
Also responsible for hauling metal and tire bins for Fleet Services as needed.
Coordinates dumpster drop-offs for neighborhood cleanups and special events.
Determines the procedures that will be followed in accomplishing assigned work.
Coordinates, leads, and participates in the planning and completion of work.
Supervises responsible multi-skilled workers in a team-based work environment.
Ensures compliance with all relevant state and federal regulations. (DEQ & OSHA)
Inspects equipment to ensure proper operation; performs preventative maintenance and minor repairs.
Performs daily equipment checks, fuels vehicles, and performs routine cleaning.
Processes employee time sheets.
Provides information to customers and explains refuse policies and procedures; responds to and follows up on citizen inquiries.
Acts as backup to trash/refuse Supervisor

Leads, trains, and participates, as needed, in routine Refuse/Recycling operations to include but not limited to the following: Operate manual and semi-automated refuse collection vehicles, including side loading and rear loading trucks over prescribed routes to semi-manually collect residential refuse along city streets from residences, small businesses, streets, parks and recreational facilities, and city right-of way; operates hydraulic mechanism for compressing and dumping refuse.
Operates knuckleboom and all controls in the collection of bulk and brush material along city streets.
Operates hook hoist in support of recycling, City/community clean-up, etc.
Drives and operates dead animal/special pick-up truck as needed.
Collaborates with the Compliance Team on solid waste enforcement policies and procedures.
Provides information to customers and explains refuse policies and procedures; responds to and follows up on citizen inquiries.
Performs daily equipment checks, fuels vehicles, performs routine cleaning.
Participates in the design of strategies to enhance and improve the refuse collection team; Provides training to new refuse associates regarding operations.
Functions as a team member in a variety of operational duties, requiring ongoing change in job duties, cross training, rotating job assignments and interacting in a team-based work environment.
Participates in safety, technical and team training; enforces safety regulations, coordinates, as needed, weekly safety meetings and ensures safety precautions are followed by employees.
Maintains documentation concerning trash/refuse collection, brush, bulk and litter activities
Sets example for other employees to follow regarding technical work, city policies, and work ethics; Corrects and documents violations of Public Works and City policies and reports to supervisors; Supports all teams in accomplishing work by sharing equipment, expertise and resources; Resolves conflicts on work crews or provides information to supervisors for appropriate follow-up; Monitors breaks and lunchtime to keep within guidelines.
Identifies innovative, cost-effective ways to do work.
Participates in team activities, such as problem solving and planning.
Carries out responsibilities in accordance with the organization's policies and applicable laws; Uses computer to perform scheduling, documenting, work order entries, and emails.
Utilizes the GIS system to locate property boundaries, easements and right of ways; Works various schedules as assigned.
Ensures safety practice, assures all accidents and injuries are reported to supervisor; Serves on city-appointed teams.
Works holidays as designated by City Ordinance for trash/refuse collection and works various schedules as assigned
Other duties to provide direct or indirect service to the citizens may be assigned.
When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate delivery service.
Directly leads employees in the operation of the Trash, Bulk, and Brush Collection, along with monitoring Recycling operations.
Ensures that department/city policies and applicable laws are followed.
Effectively handles multiple priorities, organizes workload, and meets strict deadlines.
Assists in recruiting and training employees.
Makes recommendations regarding performance and discipline of employees.
