About The Position

We are seeking a Refrigerant Management Specialist who will focus on ensuring ORNL’s compliance with 40 CFR Part 82 – Protection of Stratospheric Ozone as well as 40 CFR Part 84- Phasedown of Hydrofluorocarbons, including refrigerant, ozone‑depleting substance (ODS) management and high greenhouse gas hydrofluorocarbon management; required regulatory reporting, recordkeeping, and implementation of applicable SBMS procedures. The position provides guidance to technicians, project teams, and operations personnel while supporting audits, inspections, and DOE oversight activities. This position resides in the Facilities Management Division at Oak Ridge National Laboratory (ORNL).

Requirements

  • A HS diploma or equivalent.
  • A minimum of nine years experience as an HVAC technician or in work directly related to this field.
  • Working knowledge of industrial/commercial HVAC systems and refrigeration management.
  • Knowledge of EPA refrigerant regulations under 40 CFR Part 82 and 40 CFR Part 84.

Responsibilities

  • Assist owners and maintenance personnel to adhere to ORNL’s Stratospheric Ozone Protection program in accordance with local guidance, as well as federal regulations including 40 CFR Part 82 and 40 CFR Part 84.
  • Work closely with ORNL EPSD to ensure owners and maintenance personnel are documenting and providing data needed by EPSD for compliance of refrigerants. Ensure consistency across the site by inputting this information as needed.
  • Oversee disposal/recovery processes, and technician certifications.
  • Coordinate with HVAC/R technicians, facility maintenance groups, and engineering staff to ensure proper refrigerant handling and storage.
  • Inventory and track current equipment to ensure proper planning for replacement of aging ODS containing equipment replacement.
  • Track aging and ODS equipment to ensure replacement prioritization is appropriate.
  • Prepare and submit required regulatory reports, including chronically leaking appliance reports and other DOE‑requested summaries.
  • Keep apprised of appropriate refrigerant training needs for personnel.
  • Support implementation of SBMS procedures related to refrigerant and ODS management.
