About The Position

Performs supervisory solid waste recycling work. Work involves supervising the County's recycling program including program administration and staff supervision. Work requires a degree and experience in the field. Work is performed under general supervision.

Requirements

  • Bachelor's degree in Environmental Management, Business Management or related field.
  • Three years of experience in recycling program management or environmental outreach or education, which must include experience managing staff, daily operations, customer service and policy development and implementation.
  • Valid driver’s license.
  • Operation of County owned vehicle.
  • Subject to background investigation.

Responsibilities

  • Manages recycling program planning and development and the use of resources such as equipment, facilities, personnel, supplies and finances.
  • Leads activities related to recycling operations problem solving.
  • Manages all recycling equipment and facilities throughout the County, including convenience centers or other county facilities where recycling receptacles are placed.
  • Oversees equipment maintenance and recycling programs to ensure safety and compliance with regulatory agencies.
  • Investigates accidents and safety violations.
  • Develops and administers annual recycling budget.
  • Interacts with vendors, prepares bid specifications and bid proposals.
  • Researches, applies for and follows through on recycling grants.
  • Manages recycling contracts to ensure cost efficiencies and maximize recycling revenue and fulfillment or contractual agreements.
  • Establishes and maintains collaborative working relationships with employees, other county divisions, local, state and federal government agencies, and other regional counties and their recycling programs.
  • Supervises the development and implementation of recycling programs for the County; reviews program plans, activities, schedules, information materials, budgets and related matters for approval; makes adjustments necessary to improve or accommodate programs to completion.
  • Supervises, assigns and reviews recycling work performed by staff.
  • Participates in and initiates personnel actions.
  • Develops and oversees advertising, publications and public service announcements for the county’s recycling program.
  • Develops, reviews and approves recycling related information on the county’s website.
  • Reports information to Finance and Budget and to the Maryland Department of the Environment (MDE) on the status of the waste and recycling program, accurately completing all required documentation, including tabulating all tonnage reports from the County and businesses; tabulating semi-annual and annual tonnage and cost reports as required by the State; and applying for and completing all tonnage and cost reports required in compliance with all State grants.
  • Prepares technical and complex grant applications and associated contracts, memorandums of understanding and funding requests; monitors programs that require a reimbursement method rather than standard grant funding.
  • Manages solid waste and recycling contract rates by adjusting index rates and CPI rates in accordance with contracts.
  • Performs work as required to maintain and update information as needed for the Comprehensive Solid Waste Management Plan and other strategic and operational planning documents related to solid waste and recycling.
  • Maintains an awareness of hazardous waste issues as they relate to recycling and recycling commodities.
  • Presents individually or directs other staff in making presentations to various school and civic groups.
  • Answers citizen inquiries and responds to complaints.
  • Attends local and statewide recycling conferences on behalf of the Division of Solid Waste.
  • Represents the Division of Solid Waste in the absence of the division chief.
  • Performs related work as required.
