About The Position

PermitFlow is redefining how America builds by serving the nation’s builders with AI solutions for permitting, licensing, inspections, and project closeouts. The company aims to accelerate housing, clean-energy, and infrastructure development. Construction, a $1.6T industry, faces significant delays and inefficiencies, which PermitFlow addresses by providing speed, accuracy, and visibility to development projects. Having raised over $90M, PermitFlow is experiencing rapid growth and is seeking a Recruiting Operations Manager to scale its recruiting function. This role will partner directly with the Head of People to centralize processes, establish standards, and build the infrastructure for a smooth-running recruiting engine. The ideal candidate is independent, moves quickly, earns trust, and possesses strong attention to detail, clear communication, and change management skills. This individual will be a key partner to the Head of People and ensure a seamless recruiting experience for all stakeholders.

Requirements

  • Bachelor's degree and 4+ years in recruiting or talent operations, including experience in a high-growth or startup environment building programs from scratch.
  • Deep ATS expertise, with Ashby strongly preferred; experience configuring pipelines, building reports, owning automations, and leading a major rollout.
  • AI-native operator with experience building with AI tools, shipping prompts, automations, and AI-assisted workflows.
  • Strong data instincts, comfortable building funnel reports and capacity models from scratch, and using data to problem-solve and influence.
  • Hands-on ownership of immigration program experience, including work authorization tracking and visa sponsorship workflows.
  • Familiarity with employment law compliance.
  • Bias for action and urgency; ability to move fast, make decisions with imperfect information, and drive initiatives forward.
  • Exceptional communication and influencing skills, trusted by executives and respected by recruiters and hiring managers.
  • Ability to work in-office in NYC on Mondays, Wednesdays, and Fridays.

Responsibilities

  • Serve as the primary owner and administrator of Ashby, configuring pipelines, building reports, driving adoption of features, and integrating with other tools.
  • Build and maintain the single source of truth for hiring data, owning funnel reporting and recruiter capacity models, and partnering on headcount planning.
  • Codify ownership across the recruiting function, define weekly priorities and capacity cadences, document processes, maintain SLAs, and build supporting rituals.
  • Extend the interview model across the organization, launch interviewer training, build interview kits, and maintain documentation.
  • Manage the recruiting aspects of immigration, including work authorization status, visa sponsorship coordination, and ensuring compliant hiring workflows.
  • Own tooling, templates, and approval workflows for offer processes, enforce the comp framework, and manage the referral program end-to-end.
  • Own candidate-communication SLAs and partner to sharpen the employer value proposition (EVP) and maintain quality across recruiting platforms.
