About The Position

Petaluma Health Center's mission is to provide high quality health care with access for all in Southern Sonoma County & West Marin. The Recruiter is responsible for coordinating and managing full-cycle recruitment for non-provider positions and supporting a consistent and effective hiring experience for candidates and hiring managers. Responsibilities include sourcing and screening candidates, coordinating interviews, managing recruitment activity through the applicant tracking system, facilitating the offer and pre-employment process, and maintaining timely communication throughout the recruitment lifecycle. The Recruiter is also responsible for coordinating the onboarding process for all new employees, including providers, and facilitating new-hire orientation. The position serves as a key connection between recruitment and onboarding, helping ensure a smooth transition from accepted offer through the employee's first day. The Recruiter also coordinates onboarding requirements for students and volunteers as applicable.

Requirements

High school diploma or equivalent required.
Minimum of three (3) years of progressively responsible recruitment experience, including demonstrated experience managing full-cycle recruitment.
Prior experience coordinating or administering employee onboarding and new-hire processes required.
Demonstrated experience sourcing and screening candidates, managing applicant pipelines, coordinating hiring activities, and working directly with hiring managers.
Experience utilizing an Applicant Tracking System (ATS) and other recruitment or HR technology required.
Strong knowledge of full-cycle recruitment practices, including sourcing, candidate screening, applicant management, interview coordination, offer processing, and candidate communication.
Demonstrated ability to independently manage multiple open positions and recruitment priorities from initiation through accepted offer.
Strong candidate sourcing skills with the ability to proactively identify qualified candidates using multiple recruitment channels and strategies.
Demonstrated ownership, initiative, and follow-through, with the ability to independently drive recruitment and onboarding processes to completion.
Strong organizational and time-management skills with the ability to simultaneously manage recruitment activity, onboarding requirements, orientation schedules, deadlines, and competing priorities.
Strong working knowledge of onboarding and pre-employment processes, including background screening, employment eligibility verification, required documentation, and new-hire preparation.
Strong interpersonal and relationship-building skills with the ability to effectively partner with hiring managers, candidates, new employees, HR colleagues, and other departments.
Excellent written and verbal communication skills and the ability to provide a professional and responsive candidate and new-hire experience.
Strong attention to detail and accuracy in managing candidate records, offers, pre-employment requirements, employee information, and onboarding documentation.
Demonstrated ability to use an ATS, HRIS, and other technology to manage recruitment and onboarding workflows efficiently.
Strong technology aptitude and demonstrated ability to identify opportunities to automate, streamline, or improve recruitment and onboarding processes.
Self-directed and resourceful, with the ability to identify issues, solve routine problems, establish priorities, and move work forward with limited day-to-day supervision.
Ability to adapt recruitment strategies based on position requirements, candidate availability, and changing organizational needs.
Ability to facilitate engaging and professional new-hire orientation sessions and communicate effectively with groups.
Ability to maintain confidentiality and appropriately handle sensitive candidate and employee information.
Ability to work effectively in a fast-paced environment while maintaining a high level of responsiveness, organization, and service.
Ability to read, analyze, and interpret general business and Human Resources information, policies, procedures, and employment-related documentation.
Ability to communicate clearly and professionally, both verbally and in writing, with candidates, new hires, employees, hiring managers, and other stakeholders.
Ability to prepare professional correspondence and effectively present information to individuals and groups, including facilitating new-hire orientation.

Nice To Haves

Experience facilitating new-hire orientation strongly preferred.
Experience recruiting within healthcare or another high-volume, multi-position environment preferred.
Experience identifying and implementing recruitment or onboarding process improvements preferred.
An equivalent combination of education, training, and relevant Human Resources experience that provides the knowledge and skills necessary to successfully perform the position may be considered.
Bilingual in English and Spanish preferred.

Responsibilities

Manages full-cycle recruitment for assigned non-provider positions from job posting through accepted offer and transition to onboarding.
Partners with hiring managers to understand position requirements, recruitment needs, and hiring priorities.
Posts and maintains open positions within the applicant tracking system (ATS) and other appropriate recruitment channels.
Sources and screens qualified candidates based on established position requirements and forwards appropriate candidates to hiring managers for consideration.
Serves as the primary recruitment liaison between candidates and hiring managers, ensuring timely communication throughout the hiring process.
Coordinates candidate interviews and supports hiring managers throughout the selection process.
Prepares and facilitates employment offers through the ATS and coordinates required approvals and documentation.
Maintains accurate and timely candidate and recruitment records within the ATS.
Conducts appropriate candidate follow-up and disposition throughout the recruitment process.
Supports recruitment events, career fairs, community partnerships, and other sourcing activities as needed.
Assists with recruitment reporting and tracking, including vacancies, candidate activity, time-to-fill, and other recruitment metrics.
Ensures recruitment activities are conducted consistently with PHC policies and applicable employment requirements.
Coordinates the onboarding process for all new employees, including non-provider employees and providers recruited through PHC's Provider Recruitment function.
Serves as the primary HR onboarding contact for new hires from accepted offer through completion of the onboarding process.
Initiates and monitors electronic onboarding requirements and follows up with new hires regarding outstanding documentation or requirements.
Coordinates pre-employment requirements, including background checks, E-Verify, occupational health clearance, and other required pre-employment activities.
Coordinates with Credentialing, Occupational Health, IT, hiring managers, and other departments as appropriate to support timely employee start dates.
Completes required new-hire HRIS entry and ensures new-hire information and documentation are accurate and complete.
Coordinates employee photographs, identification badges, and other applicable new-hire access or identification requirements.
Plans, coordinates, and facilitates new-hire orientation, including scheduling, communications, materials, presentations, and coordination with participating departments.
Ensures onboarding documentation and employee records are completed and maintained in accordance with established HR processes.
Coordinates onboarding requirements for students and volunteers, as applicable.
Provides new hires with timely communication and guidance throughout the pre-employment and onboarding process.
Identifies opportunities to streamline, standardize, and improve recruitment and onboarding processes, including increased utilization of available HR technology.
Maintains organized and accurate recruitment and onboarding records and documentation.
Responds to routine recruitment and onboarding inquiries from candidates, new hires, employees, and managers.
Collaborates with HR team members to ensure effective handoffs and communication related to new hires and employee start dates.
Maintains current knowledge of PHC recruitment and onboarding processes, systems, policies, and procedures.
Supports recruitment and onboarding projects, reporting, audits, and process-improvement initiatives as needed.
Maintains confidentiality and appropriately handles sensitive candidate and employee information.
Performs other related duties and responsibilities as assigned.
