About The Position

A Recruiter performs full life-cycle recruitment duties. This includes understanding hiring needs, building and maintaining a pipeline of cleared professionals, providing guidance on recruiting policies and employment laws, and developing diverse sourcing plans. The role involves tailoring requisitions, developing pools of qualified applicants, determining pre-screening mechanisms, reviewing and pre-screening applicants, updating the Applicant Tracking System (ATS), interacting with job seekers, facilitating the interview process, initiating offers, and following up on recruiting effectiveness. The Recruiter will also provide inputs to staffing reports, manage evergreen positions, and represent the company at recruiting events. Additionally, the Recruiter is expected to stay informed about compliance regulations, labor market trends, and build a diverse resource network to fill requisitions within established timelines. Other duties may be assigned.

Requirements

  • High School Diploma or equivalent required
  • Five to seven years of progressive experience in recruiting or talent acquisition.
  • Experience in government contracting (required)
  • Knowledge of standard recruitment processes, and applicable compliance regulations and employment laws.
  • Online-savvy, social media understanding.
  • Proven track record of creatively sourcing cleared candidates through various means and developing/recommending recruiting strategies for current and future hiring needs.
  • Demonstrated experience leveraging creative sourcing techniques and a personalized approach to courting passive, strategically aligned talent.
  • Strong familiarity with Boolean search operators and x-ray searches.
  • Strong presences on and understanding of LinkedIn and ClearanceJobs.
  • Results-driven with great time management and organizational skills.
  • Successful track record meeting key performance metrics in a high-volume, high-pressure environment.
  • Excellent oral and written communication skills.
  • Experience with applicant tracking systems.
  • Experience with digital interviewing tools.
  • Proficiency with Microsoft Office Suite.

Nice To Haves

  • four-year college degree or equivalent experience in human resources/recruiting/talent acquisition field preferred.
  • Ability to obtain an AIRS Certification, current valid certification preferred.
  • Experience with the Service Contract Act (strongly preferred).
  • Experience with ADP Recruiting Management (preferred).
  • Experience with VidCruiter (preferred).
  • Experience with outreach management.
  • Knowledge of compliance and legal issues related to recruitment and staffing.

Responsibilities

  • Understanding the hiring needs of their assigned hiring manager(s).
  • Build and maintain a robust pipeline of cleared professionals across the United States and its territories.
  • Providing advice/guidance to Hiring Managers on recruiting policies, processes, procedures, and practices, and associated employment laws/compliance regulations.
  • Working with the Talent Acquisition Manager to establish the most diverse and efficient sourcing plan, to include sourcing passive applicants, and ensuring that the plan is executed, monitored, and refined as appropriate.
  • Tailoring requisitions to appropriately market positions to the best-qualified job seekers.
  • Developing a pool of well-qualified applicants within established timelines.
  • Determining the most appropriate pre-screening mechanism and ensuring the creation of digital interview(s) as appropriate.
  • Fairly reviewing applicants in accordance with FSA's Data Management technique.
  • Pre-screening well-qualified applicants and using discretion and judgement when evaluating the competencies of potential applicants.
  • Making real-time updates to FSA's Applicant Tracking System (ATS).
  • Interacting with job seekers, applicants, and candidates timely, both verbally and in writing.
  • Serving as an important source of information for applicants and candidates with respect to important details and insight regarding job responsibilities, including an overview of company culture, hours, policies and procedures, benefits, and what to expect once employed.
  • Facilitating the interview process, including interview scheduling.
  • Initiating the offer process in FSA's ATS.
  • Conducting regular follow-up, both verbally and in writing, with the Talent Acquisition Manager and Hiring Managers (as appropriate) to determine the effectiveness of recruiting sources and strategies.
  • Providing inputs to staffing reports, and updates on aging requisitions in accordance with established deadlines.
  • Managing Evergreen positions and maintaining a pipeline of qualified applicants for future consideration.
  • Representing the company at recruiting events, to include participating in virtual career fairs.
  • Keep abreast of compliance and contractual regulations, and employment laws, such that all recruiting activities are conducted in accordance with the appropriate laws and regulations.
  • Keep abreast of current labor market trends, and building a diverse resource network of associations, candidate databases, colleges/universities, military transition units, network events, social networks, and websites, with the goal of filling 100% of Requisitions within established timelines.
