About The Position

IOA is seeking a bilingual Russian/English Home Care Recruiter to support high-volume caregiver hiring across the Bay Area, with a focus on recruiting and onboarding Russian-speaking caregivers for our JFS caregiver hiring initiative. This role supports candidates from initial outreach through New Hire Orientation, including sourcing, interviewing, onboarding, Guardian/HCA registration, and compliance follow-up. The role requires patience, resilience, strong follow-up, and a customer-service-centered approach. Home care hiring is high-volume, urgent, and fast-moving, with constant need for caregivers and shifting priorities. Caregiver turnover is high, requiring ongoing support beyond initial hiring. Candidates may need hands-on assistance with compliance steps like Guardian registration, Live Scan fingerprinting, TB testing, employment documents, and New Hire Orientation. Russian-speaking candidates may require additional language, process, and onboarding support.

Requirements

  • 2 years recruiting or transferable skills experience
  • Fluency in Russian and English, verbal and written.
  • Strong customer service and candidate support skills.
  • Strong verbal and written communication skills.
  • Ability to explain detailed processes clearly and patiently.
  • Strong organizational and administrative skills.
  • Ability to manage multiple candidates and competing priorities at once.
  • Comfortable working in a fast-paced, high-volume recruiting environment.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, and Teams.
  • Excel skills including data entry, tracking, reporting, and basic formulas.
  • Ability to work independently and collaboratively.
  • Ability to travel to San Jose and other Bay Area locations as needed, including community-based locations and occasional evenings/nights to support New Hire Orientation or candidate support needs.

Nice To Haves

  • Experience with Guardian/HCA registration process.
  • Experience supporting HRIS, I-9, and E-Verify processes.

  • BA/BS degree or equivalent relevant experience.
  • Previous experience in customer service, administrative support, HR, recruiting, onboarding, or a related field.
  • Prior experience supporting Russian-speaking candidates, caregivers, older adults, or community-based hiring initiatives.

Responsibilities

  • Manage full life cycle recruiting for Home Care Aide roles.
  • Conduct candidate interviews and assess fit for caregiver roles.
  • Communicate with hiring managers, HR, onboarding, and candidates throughout the process.
  • Prepare and post job descriptions.
  • Source candidates and develop innovative sourcing strategies to increase candidate volume, quality, and diversity.
  • Submit qualified candidates to hiring managers.
  • Schedule interviews, orientation, and required hiring steps.
  • Manage candidate and hiring manager relationships.
  • Set clear process and procedural expectations with candidates and internal partners.
  • Create offer letters and support candidate movement through onboarding.
  • Maintain timely communication with employees and manage required documentation in accordance with applicable laws and regulations.
  • Gather and track pre-onboarding documents.
  • Follow up with new hires to ensure basic questions and concerns have been addressed.
  • Support Guardian/HCA registration, certification, affiliation, and related compliance steps.
  • Learn and serve as a knowledge expert for the HCA/Guardian process, including HCA registration, HCA affiliation, removal from roster, tracking, and follow-up within Guardian.
  • Assure compliance with all Guardian/HCA registration guidelines and maintain compliance with Guardian registration standards.
  • Track Live Scan, TB testing, HCA registration, and other required hiring steps.
  • Troubleshoot candidate delays related to documents, background clearance, or Guardian/HCA requirements.
  • Assist with exemptions on a case-by-case basis.
  • Provide verbal and written support to Russian-speaking candidates.
  • Explain onboarding steps clearly to Russian-speaking candidates and, when appropriate, family members assisting them.
  • Help candidates complete application forms, employment documents, and onboarding materials.
  • Identify and resolve language, process, or documentation barriers that may delay onboarding.
  • Coordinate with HR, recruiters, and hiring managers to ensure timely movement through the onboarding process.
  • Coordinate and support all aspects of New Hire Orientation for Home Care Aides, primarily in San Jose.
  • Provide in-person and virtual support during NHO sessions.
  • Provide recruiting, onboarding, and candidate support in other Bay Area locations as needed, including community-based settings.
  • Attend hiring events, job fairs, and caregiver-related networking events.
  • Post and monitor job boards.
  • Track and report recruiting, onboarding, new hire activity, efficiency, and retention metrics.
  • Support retention efforts by helping caregivers feel connected, informed, and supported.
  • Ensure a respectful, professional, and supportive experience for all candidates.
  • Assist with other special projects as required.

Benefits

  • Compensation Range: $80,000 – $85,000 annually
