About The Position

The role of this position is to plan, supervise, and coordinate comprehensive offering of sports, athletics, community education, senior programming, special events, field scheduling and other general programming functions to address the recreation and leisure needs of the entire community. Work requires considerable coordination with the Parks and Recreation Administration Division, the Parks Division, the Harward Recreation Center Division, and other City of Nampa Departments. The work is performed under the supervision and direction of the Parks and Recreation Director, but considerable leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the work of full-time, part-time, seasonal employees and volunteers. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisor, City employees, City officials, parent organizations and the general public. The principal duties of this class are performed in a general office and outdoor recreational environment. This position does not have oversight of the Harward Recreation Center operations but must work closely with the Harward Recreation Center Manager.

Requirements

  • Bachelor's Degree (four-year college or technical school) Required, Field of Study: Sports Management, Recreation, Physical Education, or related field.
  • 7 plus years of experience in supervising and coordinating recreational events and programs in general recreation. And/or and equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
  • CPR and First Aid Certification.
  • Valid State of Idaho Driver's License.
  • Certified Parks and Recreation Professional (CPRP) within one year of hire date.
  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Considerable knowledge of recreation methods, practices, and principles.
  • Considerable knowledge of general recreation programming that accommodate variety of different age groups and skill levels.
  • Considerable knowledge in organizing sports, that may include educational programs.
  • Considerable knowledge of Outdoor Programming events that may include trips and tours.
  • Considerable knowledge of leadership and supervision techniques.
  • Considerable knowledge of modern office practices and procedures that include the ability to use Microsoft Word and Excel.
  • Considerable knowledge of basic marketing and public relations practices and techniques.
  • Considerable knowledge of principles and prevention and intervention regarding conflict resolution.
  • Considerable knowledge of basic budgetary principles and practices.
  • Skill in instructing, coaching, and directing varied recreation activities.
  • Ability to work in a team environment with other department Program Supervisors.
  • Ability to plan and organize educational classes that meet the needs of the community.
  • Ability to organize, coach, supervise, train, motivate, counsel, and provide effective leadership to full-time, part-time, seasonal employees and volunteer workers.
  • Ability to evaluate the performance of others and to offer appropriate discipline measures.
  • Ability to work with a variety of individuals from different ethnic and socioeconomic backgrounds.
  • Ability to organize work, set priorities, and exercise sound independent judgement within City guidelines.
  • Ability to plan and attend tours for adults, seniors, and youth age groups.
  • Ability to maintain and update accurate records.
  • Ability to perform a wide variety of duties and responsibilities with the ability to manage many tasks, activities, and events at one time.
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
  • Ability to budget and operate within budget guidelines.
  • Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.

Responsibilities

  • Develops new recreation programs for all age groups and reviews current programs for their effectiveness and interest.
  • Oversees planning and organization of tours for seniors, adults, and children.
  • Schedules athletic fields and facilities for department use and handle permit process for outside interests.
  • Supervises youth and adult programs at community parks, schools, playgrounds, and other recreational sites.
  • Plans, supervises, and runs special events at community parks including the Nampa Festival of the Arts, Harvest Classic Fun Run, movies in the park and more.
  • Prepares assigned program budgets, including submitting budget proposals annually for personnel and equipment expenditures as well as expected revenue, setting fees for programs in order to cover projected costs, maintaining an accurate account of revenue, researching equipment needs, making equipment and supply purchases when necessary, and signing vouchers for expenditure approvals.
  • Works closely with school personnel, youth agencies and the general public to promote interest in recreation programs.
  • Plans, supervises, and evaluates the work of assigned personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate; or makes recommendations which are given particular weight about the change of status of other employees.
  • Conducts training sessions for part-time and seasonal employees and provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Maintains an inventory of supplies and program equipment.
  • Interprets and enforces rules of play and maintains order and discipline for recreational activities and league play.
  • Assists in the preparation, monitoring and administration of the annual budget.
  • Keeps abreast of current trends in the field of recreation by reviewing professional literature and participating in professional organizations; including attending meetings, conferences, workshops, and training sessions and reviewing publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
  • Offers promotion and marketing of current and new programs.
  • Recruits' volunteers for coaching responsibilities and other special events.
  • Assumes responsibility for other duties as required or assigned.
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Responds to citizens' questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.
  • Communicates information and states concerns in a clear and professional manner.
  • Respects the opinion of others and demonstrates a reasonable relationship with employees, supervisors, and others.
  • Accepts and performs in a timely and effective manner changes in work assignments and/or how work is performed.
