About The Position

Plans, directs, coordinates, and reviews the work plan for assigned aquatic staff, including those involved in organizing and encouraging the formation of clubs, teams, leagues, and special events. Assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures to ensure safe work practices, work quality, and accuracy, and to ensure compliance with applicable rules, policies, and procedures. Meets with staff to identify and resolve problems. Provides management and leadership direction to the Recreation Aquatic Division, including program development, management, and operational oversight. This function encompasses personnel administration, budget control, programming and promotion, general administrative functions, project management, planning, and all aspects of aquatic facilities. Develops and maintains relationships with local organizations and businesses to promote partnerships and increase visibility. Participates in setting goals and objectives for the department and establishes goals and objectives for the area of responsibility. Participates in planning the department's budget by preparing cost estimates for budget recommendations and monitoring the budget for the area of responsibility. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training, works with employees to correct deficiencies, implements discipline and termination procedures. Performs on-site program inspections and evaluations to ensure compliance with program and safety policies and procedures. Gathers and interprets statistical and fiscal data; prepares and submits a variety of reports and memoranda on a number of recreation-related subjects. Conducts research and analysis, and recommends and establishes schedules and fees for programs and events within the area of responsibility. Investigates and resolves complex or sensitive citizen complaints or problems. Conducts assessments regarding program expansion. Recommends renovations for existing facilities. Coordinates activities with other departments and outside agencies and organizations. Performs research, analyzes findings, and prepares recommendations for change in recreational programming. Monitors and evaluates program outcomes. Prepares reports on recreation activities and other statistics in the area of responsibility. Develops a yearly program calendar for the area of responsibility. Interprets and enforces department policies, procedures, and regulations. Determines distribution materials and methods to promote recreation programs. May attend local schools and other venues to present programs. Monitors the purchase, use, and care of recreation equipment. Participates in the preparation of grant applications. Acts as a liaison to community groups and agencies. Displays courteous, civil, and respectful behavior to all persons and shall make every effort to meet the needs of citizens requesting assistance. Refrains from the use of abusive, indecent, or profane language or gestures in the workplace, in the performance of duties, or in the presence of a member of the public. Performs duties in a manner that is fair, impartial, and without prejudice toward any person or group. Refrains from arguing unnecessarily with any person or otherwise showing a lack of self-control, ridicule, or defaming any employee, elected official, or any other person or any agency of the City of Columbia. Displays responsibility for attendance and promptness and reports to work. Performs other related duties as needed. Leads and instructs a variety of on-site pool recreational activities. This position will supervise all part-time Pool employees.

Requirements

  • Two or more years of experience involving one or more of the following; lifeguarding, aquatics programming, swimming instruction, work safety instruction
  • Principles, methods, and practices of planning and providing community based recreational services.
  • Principles, methods, and practices of developing and implementing senior and youth care, along with related activities and programs.
  • Methods and procedures for maintaining and operating recreation facilities, addressing the community's recreational, cultural, and social needs.
  • Budget development and monitoring; program administration;
  • Working knowledge of computer software and website maintenance;
  • City policies and procedures, community demographics, and recreational issues;
  • Effectively plan and organize the activities or program areas;
  • Effectively supervise, train, and develop employees;
  • Must be observant and able to react calmly, quickly, and with good judgment in an emergency.
  • Conduct research, analyze findings, and make recommendations; monitor contracts and agreements in area of responsibility;
  • Design, implement, and manage programs; prepare reports.
  • Effectively communicate verbally and in writing;
  • Establish and maintain effective working relationships with city staff and the public;
  • Interpret and implement city laws, regulations, policies, and procedures related to indoor and outdoor recreation events and programs.
  • Valid Driver’s license
  • Cardiopulmonary resuscitation certification and first aid certification
  • Ellis or American Red Cross Lifeguard Certification. Must obtain within 90 days of employment
  • Ellis or American Red Cross Lifeguard Instructor (LGI) Certificate. Must obtain within 180 days of employment.
  • Ellis or American Red Cross Management Certificate. Must obtain within 180 days of employment.
  • Certified Pool Operator (CPO) Certification; must be obtained within 180 days of employment.
  • Bachelor's degree in recreation administration, leisure services, or a related field, along with three years of professional recreation work and recreational planning experience, including one year of supervisory experience.
  • Experience of Recreation or Pool Operation may be considered in lieu of education.
