About The Position

The Department of Recreation and Parks currently has a Non-Merit vacancy for a Permit Zone Coordinator. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. This role ensures compliance with local regulations, coordinates with internal departments and external stakeholders, and provides excellent customer service to community members and organizations seeking to use public spaces. Requirements

  • Associate’s degree in Parks and Recreation, Public Administration, Business, or related field.
  • At least one (1) year of experience in permitting, registration, customer service, or parks and recreation administration.
  • Strong organizational and time management skills
  • Excellent communication and interpersonal abilities
  • Proficiency in Microsoft Office and recreation management software
  • Ability to interpret and apply policies and regulations
  • Skill in responding to inquiries and handling routine complaints
  • Ability to establish and maintain effective working relationships.
  • Ability to adapt to changing conditions quickly
  • Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment.

Responsibilities

  • Process and review applications for park and facility use permits in a recreation zone, including athletic fields, pavilions, picnic areas, and community centers.
  • Ensure all required documentation and fees are submitted and compliant with policies.
  • Maintain accurate records of permits issued and facility availability.
  • Serve as the primary point of contact for permit inquiries via phone, email, and in-person.
  • Guide applicants on rules, regulations, and available facilities.
  • Resolve conflicts or scheduling issues diplomatically and efficiently.
  • Collaborate with recreation staff to ensure readiness and support for permitted events.
  • Notify relevant departments of upcoming events and potential impacts on public access or services.
  • Assist in the development and communication of seasonal schedules for sports leagues and community events.
  • Enforce Park rules and regulations related to permitted activities.
  • Monitor usage trends and recommend updates to policies and procedures.
  • Assist in developing and updating permit forms, guidelines, and online systems.
  • Utilize recreation management software to track permits, payments, and facility usage.
  • Generate reports on permit activities, revenue, and facility utilization.
  • Support the implementation of online permitting systems and digital workflows.
  • Performs other related duties as required.
