About The Position

The Oregon Department of Education is seeking a Recovery Schools Education Specialist to join their Office of Relations, Management, and Support. This is a permanent, full-time position represented by the Service Employees International Union (SEIU). The position follows a hybrid work model, requiring onsite presence when business needs are best supported in person, and remote work with a reliable internet connection and professional work environment. The Recovery Schools Education Specialist serves as the statewide subject matter expert for Recovery Schools education programming, developing, implementing, and evaluating strategies, guidance, policies, and best practices aligned with State Board standards and agency objectives. This role provides technical assistance, consultation, and program oversight to Recovery Schools and partner agencies to enhance instructional quality, student engagement, educational equity, and program effectiveness. A key responsibility is coordinating statewide efforts to ensure students in approved Recovery Schools have access to a free appropriate public education (FAPE) and appropriate special education services. This involves fostering collaborative relationships with various educational entities and community partners, coordinating interagency processes, interpreting special education requirements, and supporting consistent service implementation for students with disabilities.

Requirements

Master's degree in Education or related field from an accredited college or university.
Five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider).
Two years of leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

Nice To Haves

Experience working in or with recovery schools, youth recovery programming, or educational services supporting students with substance use needs and co-occurring mental health needs.
Demonstrated experience with special education laws, systems, and practices, including monitoring, supervising, or overseeing the delivery of special education services across a school or district.
Experience applying federal and state fiscal accountability practices to publicly funded education programs, such as budget monitoring, grant compliance, or fiscal review.
Experience leading education programs or services with organizational responsibility for supervising staff or teams, implementing policy, managing resources, and being accountable for program, operational, and compliance outcomes.
Experience managing or administering contracts for services, including monitoring contracted services for effectiveness, efficiency, and compliance.
Experience providing advice, technical assistance, or written guidance to school districts, tribes, community groups, or the public, including translating policy or broad concepts into actionable direction.

Responsibilities

Coordinate special education services and oversight of all students with disabilities enrolled in Recovery Schools approved by the Department.
Oversee educational program design to ensure approved Recovery Schools meet the minimum requirements for state and federal laws including special education regulations.
Analyze and evaluate budgets and financial operating reports to ensure approved schools are in compliance with state and federal regulations.
Conduct regular on-site visits and principal meetings to provide support, evaluate performance, and review compliance with applicable regulations, Recovery School standards.
Maintain and improve Recovery School guidance and monitoring tools based on research, national best practices, and feedback from the Recovery Schools Advisory Committee and approved recovery schools.
