About The Position

King County’s Facilities Management Division (FMD), Real Estate Services Section (RES), is seeking a Real Property Control Unit Supervisor with a strong background in supervision and management for diverse real estate areas. This working supervisor is a county subject-matter expert, and strong skills are required in processes related to utility permits, reviews and processes requests for easements, rights-of-way construction permits, utility franchise agreements, spatial service and inventory control. Work involves regular contact with both internal and external sources on highly visible, politically and/or environmentally sensitive projects. This position is open to all qualified candidates. However, qualified King County Career Service members of the International Brotherhood of Teamsters, Local 117, Professional and Technical bargaining agreement will receive first consideration. Through a workforce of over 300 dedicated employees, the FMD operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. Real Estate Services provides a number of functions to FMD and other King County agencies, including acquiring property, negotiating leases, processes utility permits, reviews and processes requests for easements, rights-of-way construction permits, utility franchise agreements and property management. The section also maintains a centralized inventory system of all County-owned real property and conducts sales of surplus property. Requirements

  • Must be highly organized and have the capacity to manage a large volume of work.
  • Strong functional, supervisory, and technical knowledge and skills to do the job at a high level of accomplishment, including the ability to deal with performance and conduct issues fairly, firmly and in a timely manner.
  • Regularly reviews performance and holds timely discussions.
  • Recent experience supervising multiple levels of staff in the real estate field including coaching, mentoring, priority-setting, and measuring and evaluating work product.
  • Experience providing excellent customer service and establishing and maintaining effective working relationships with multiple stakeholders and team members.
  • Hands-on experience using analysis to solve difficult problems with effective solutions, and ability to identify problems that may not be initially obvious.
  • Experience establishing and maintaining relationships with decision-makers, legal/risk management, and other technical experts.
  • Establishing role as key team member.
  • Advanced experience speaking and writing clearly and succinctly with a wide variety of audiences in varied communication settings.
  • Experience in giving effective presentations to different audiences in both casual and formal settings.
  • Demonstrated experience developing and implementing best real estate practices including software systems.
  • Ability to prepare and interpret complex real estate financial analysis.
  • Intermediate to advanced skills in Excel, intermediate skills in Outlook, Word and PowerPoint.
  • Knowledge and experience in using SharePoint.
  • Research and data analysis skills.
  • Knowledge of local, state and federal governmental policies, procedures, laws, regulations and ordinances.
  • Knowledge of real property instruments.
  • Past experience leading and implementing Lean principles or other quality processes.
  • Skill in reading and interpreting maps, surveys, building construction plans and specifications, understanding and interpreting complex appraisals and valuation methodology.
  • Public and/or quasi-public experience, working with elected officials or board of directors.
  • Current knowledge of real estate practices, trends, and technology.

Responsibilities

  • Supervises and acts as the technical expert for utility franchise program, rights of way permits, special use permits, experience developing spatial services program, property inventory, administration of surplus property.
  • Plans, organizes, assigns, tracks, and reviews the work of professional real estate staff.
  • Coordinates the work of the group with other groups in the Facilities Management Division and other county agencies.
  • Assesses opportunities and makes recommendations regarding the county real estate portfolio.
  • Advises on technical real estate matters.
  • Prepares, presents, and supervises presentation of technical and policy reports to county decision-makers.
  • Provides technical support and information to the Real Estate and Major Projects Oversight Committee and the Joint Advisory Group.
  • Reviews, approves and recommends various real estate legal forms, contracts, and other property instruments in consultation with legal and other expert reviews.
  • Maintains accurate records of county property inventories and sales and/or annexation of King County-owned properties.
  • Reviews requests to surplus King County property and makes a determination as to whether properties are surplus to county needs.
  • Prepares correspondence and materials for King County Executive and King County Council consideration in the property surplus process.
  • Develops, recommends and implements new policies, procedures and strategies related to franchise, the county’s permit program and inventory control.
  • Ensures compliance with King County Code provisions.
  • Establishes work performance standards and expectations; evaluates work and addresses performance issues in a timely and effective manner.
  • Makes recommendations on hiring and disciplinary decisions to the Real Estate Services Section Manager.
  • Prepares biannual budgets and staffing/resource requirements; administers budget including monitoring/managing rental property expenditures and revenues.
  • Investigates and resolves customer issues.
