About The Position

Assists with the valuation of residential properties through on-site inspections, data analysis of comparable sales, and production of detailed valuation reports. Performs field work, physically inspecting and measuring buildings, to verify data as well as record any necessary corrections or changes from various sources, including building permits and sales. Verifies property sales, mortgages, financing and leasing as recorded in Land Records. Inspects properties at time of sale as required, reviewing transactions to keep abreast of local market changes. Reviews and records building outlines on field cards from filed plans to calculate square foot area and dimensions in Computer Assisted Mass Appraisal (CAMA) system. Reviews conditions, topography and character of neighborhoods and records findings for review by the Assessor. Compiles reports of tentative valuation figures of buildings and submits reports for Assessor's final determination. Conducts statistical analysis, market valuation studies and preliminary property analysis and valuation, utilizing building permits, field reviews and lot splits. Performs data entry and retrieval using the Assessor’s CAMA & administrative software systems. Prepares, submits and maintains all necessary records and reports. Assists the department in the implementation of the Geographic Information Systems. Addresses map-related issues, inquiries and inconsistencies by researching recorded deeds and other documents. Produces map products when needed using the geographic information system software. Responds to the public’s requests for information regarding property assessment, property ownership, personal property, motor vehicle valuation and lot line boundary issues, etc., handling inquiries professionally and in a timely manner. Supports Town policies and philosophies. Performs other related duties as requested.

Requirements

  • Bachelor's degree from an accredited college or university in real estate appraisal, statistics, or a related field
  • Two (2) years of professional experience in the field of property appraisal, valuation or assessment.
  • Demonstrated knowledge of architectural styles, building materials, designs and associated costs of real and commercial properties.
  • Demonstrated knowledge of modern property appraisal and assessment principles, practices and procedures as well as governing state statutes.
  • Proven ability to perform title searches, interpret deeds of conveyance and reading of descriptions.
  • Proven ability to ascertain quality, condition and factors affecting the marketability of residential properties, and to perform sound market valuation judgments in a mass appraisal environment.
  • Proven ability to effectively draw building outlines and calculate square footage.
  • Proven technology skills including proficiency with the Microsoft Office Suite, Excel, as well as industry-specific software, including Geographic Information Systems (GIS) and Proval CAMA System.
  • Demonstrated ability to communicate effectively both verbally and in writing.
  • Proven ability to multi-task and meet deadlines.
  • Proven ability to deal effectively with the public using tact, courtesy, integrity and good judgment.
  • Ability to physically inspect personal properties and real estate throughout the Town involving continuous walking, bending, climbing stairs, reaching, etc.
  • Valid driver’s license.
  • Pass/Fail Computer Skills Test (Intermediate Excel)

Nice To Haves

  • Experience with the use of technology designed for a mass appraisal environment preferred.
  • Certification by the Connecticut Association of Assessing Officers as a Certified Connecticut Municipal Assessor or certified by the International Association of Assessing Officers is required within the first five years of employment; Course IA and IB to be completed within two years from hire date.

  • The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment.
