About The Position

The Rates and Regulatory Strategy Manager will play an integral role in supporting regulatory activities and initiatives for Duke Energy’s regulated electric utilities in North Carolina and South Carolina. This position requires a strong understanding of regulated utility accounting and finance, coupled with a strategic approach to advancing business objectives within a complex regulatory environment. The successful applicant should be able to support and manage major work streams and work independently to keep processes on track to successful completion. They should be able to provide guidance to others (both internal and external to the group) and collaborate effectively with others within the Company. They will have a grasp on industry issues and emerging rules and proactively address how these issues may affect regulatory processes and adhere to proper ratemaking treatment. Developing good working relationships with internal and external customer groups is important. Must be proficient in conflict management and know how to listen attentively, as well as be able to communicate both orally and in written form proficiently. Must be able to present ideas and concepts clearly to broad groups.

Requirements

  • Bachelor’s degree in accounting, finance, business, mathematics or other related degree
  • In addition to bachelor's degree, eight (8) years minimum of related work experience

Nice To Haves

  • Experience in utility and/or regulatory work.
  • Familiarity with ratemaking concepts and principles (e.g. revenue requirement).

  • Proficiency in Microsoft Excel, Word, and PowerPoint; including ability to develop and use complex spreadsheets using advanced techniques

  • Background in finance, regulatory accounting, data analysis, or project management
  • Advanced degree and/or professional certification (i.e., MBA, CPA).

Responsibilities

  • Support Performance Based Ratemaking (“PBR”) recovery mechanisms such as Multi-Year Rate Plan (“MYRP”), Earnings Sharing Mechanism (“ESM”), decoupling, and performance incentive mechanisms. This includes supporting monthly processes to monitor MYRP execution, preparing and reviewing required quarterly and annual reports filed with the Commission as well as internal reports used to support various internal governance activities and meetings.
  • Participate and help lead cross functional teams supporting the MYRP governance and reporting activities.
  • Serve as a point of contact for operational teams for regulatory guidance related to MYRP and PBR recovery mechanisms.
  • Prepare annual PBR reports and rider updates. This includes working with operations to obtain supporting workpapers, calculating revenue requirements and determining rate changes, preparing the filing, and supporting the discovery process related to the filings.
  • Support general rate cases by engaging in activities such as strategizing, researching, performing calculations and analysis, providing data requests, reviewing and drafting testimony and exhibits.
  • Effectively communicate regulatory and cost recovery concepts to both internal and external audiences, including internal management, external regulators, and customers.
  • Support other riders, proforma calculations, or analysis, as needed, within the Carolinas Rates and Regulatory team.
