About The Position

The Oregon Department of Transportation (ODOT) Commerce and Compliance Division (CCD) is seeking a Rail Safety Programs Manager to lead the rail crossing safety and state safety oversight programs. This role ensures compliance with federal requirements and directs investments to improve public safety, supporting ODOT's mission of advancing a safe and reliable transportation system. The position involves working at the intersection of policy, infrastructure, and public service, in partnership with the Federal Transit Administration and Federal Railroad Administration.

Requirements

  • Five years of lead work, supervision, or progressively related experience in compliance and regulatory activities.
  • OR Two years of related experience in compliance and regulatory activities and a bachelor's degree in a related field.
  • Valid US driver license and an acceptable driving record.
  • Ability to work in environments with loud noises, hazardous materials, heavy traffic and inclement weather.
  • Ability to travel moderately, including overnight trips.

Nice To Haves

  • Experience with rail safety programs, grade crossing safety or transit safety oversight.
  • Knowledge of 49 CFR Part 674 (State Safety Oversight) and 49 CFR Part 234-235 (Grade Crossing Safety).
  • Experience with intergovernmental coordination, especially with local jurisdictions and regional transportation partners.
  • Experience with federal transportation programs, including FRA and FTA regulations, grant requirements and reporting standards.
  • Experience supervising staff, including performance management, coaching and team development.

Responsibilities

  • Oversee rail safety section staff and programs.
  • Provide strategic safety and funding oversight for assigned programs and make recommendations to agency leadership for program improvement.
  • Serve as primary liaison for the agency with federal partners.
  • Supervise staff and guide program work to ensure compliance with all established rules and regulations, agency guidelines and goals and department policies.
  • Provide regular program updates to agency leadership, government relations staff and federal partners.
  • Collaborate with the branch manager on ways to leverage funding opportunities.
  • Manage program budget and monitor expenditures.
  • Set performance expectations of staff and conduct performance reviews.
  • Partner with human resources to recruit successful candidates for vacant positions.
