About The Position

The Oregon Department of Transportation (ODOT) in the Commerce and Compliance Division (CCD) is seeking a Rail Safety Programs Coordinator to support the Rail Crossing and State Safety Oversight (SSO) programs. This role operates in a regulatory and safety-focused environment. The coordinator will evaluate programs, develop strategies for improved effectiveness, identify and solve operational problems, track legislation, recommend policy and rule changes, and collaborate with railroads, rail transit agencies, federal partners, local governments, and other ODOT staff. This position is ideal for someone who enjoys interpreting regulations, analyzing complex information, managing multiple priorities, and communicating effectively with diverse partners.

Requirements

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification specific to safety and compliance.
OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work specific to safety and compliance.

Responsibilities

Coordinate and support Rail Crossing and SSO programs, including program activities, projects and regulatory requirements.
Research, analyze and interpret federal and state laws, rules, regulations and guidance related to rail crossings, rail transit safety and railroad operations.
Coordinate with railroads, rail transit agencies, FRA, FTA, local governments and other entities regarding safety, compliance and program requirements.
Assist with Rail Crossing and SSO inspection activities, audits, investigations and compliance activities, including tracking findings, corrective actions and required follow-up.
Analyze program data and safety information to identify trends, risks, deficiencies and opportunities for improved rail safety.
Develop and maintain program policies, procedures, guidance, reports correspondence and other technical and administrative materials.
Coordinate projects and program initiatives involving internal and external partners. Manage timelines, deliverables, documentation and status reports.
Prepare management briefings, recommendations, presentations and other reports on all Rail Crossing and SSO program activities and emerging safety or compliance issues.
Assist with administration and oversight of Rail Crossing and SSO programs, ensuring activities are consistent with applicable federal requirements and align with ODOT policy and procedure.
Recommend strategies to improve process operations and assist with implementing changes or new policies.
Serve as program resource and liaison for Rail Crossing and SSO program matters by providing clear and professional communication to internal staff, regulated entities, partner agencies and the public.
