About The Position

This role involves applying systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. The engineer will interact with the Government regarding Systems Engineering technical considerations and associated problems, issues, or conflicts. This includes communicating with other program personnel, government overseers, and senior executives. The position is responsible for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288. This includes Technical Process Areas (Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal), Project Process Areas (Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement), Enterprise (Organizational Project-Enabling) Process Areas (Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management), and Agreement Process Areas (Acquisition and Supply). The engineer will perform systems engineering activities and assist in the preparation of work products in these areas, develop and deliver work products, perform analysis of technical alternatives, make recommendations, and assist in performing systems engineering activities in Agreement or Enterprise Process Areas. The role also involves performing systems engineering activities and developing work products in Project and/or Technical Process Areas, independently analyzing and recommending alternatives for technical design elements, developing and delivering work products of Agreement or Enterprise Process Areas, assisting in developing new or innovative approaches, conducting evaluations for suitability, analyzing and proposing engineering standards and processes, supervising or coordinating the work of other engineers or technicians, leading contractor systems engineering activities, approving delivery of work products, making independent decisions regarding engineering issues, briefing stakeholders on technical aspects, serving as a Subject Matter Expert, approving delivery of all Process Areas, and planning and developing engineering projects with unique or complex aspects.

Requirements

  • TS/SCI with FULL SCOPE POLY required for consideration
  • Signals analysis: Digital telecommunications systems to include CEPT, payload data and signals structures
  • Processing DMR data using Lopers, and Circuit Raptor
  • Experience on processing survey data from recordings in IF to RF, Vita-49, capture of snapshots, processing for data validation using software demods to find signal parameters.
  • Cellular communications experience in 2G/3G/4G systems, PIT radios for processing.
  • Experience in processing data using DRT, Whistle, Salvage, BSAW
  • Experience using DRT for surveys and variety of hardware and signal processing cards
  • Operating systems: Experience using communicating and troubleshooting systems using Linux rel 7, rel8 and rocky 9
  • Experience on Data Flow, Niagara Files configuration, troubleshooting NIFI outages.
  • RF Engineering – At least 10 years of experience on microwave systems, microwave collection, proficient on RF testing such as low-noise amplifiers, filters, combiners, bias-tee, integration of antennas, positioners, low-loss cables, RF adapters, knowledge of E-Band.
  • At least 10 years of experience on Antennaes and feeds and their performance, characterize gains and VSRW over operational range use of block down-converters
  • At least 10 years of experience on testing 6-44Ghz microwave equipment such as receivers, demodulators using Vita-49, SOTF protocols
  • A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus twenty (20) years of systems engineering experience; or
  • A High School Diploma or GED plus twenty-four (24) years of general systems engineering experience(any Process Area) or
  • A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus eighteen (18) years of systems engineering experience or
  • A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus eighteen (18) years of systems engineering experience.

  • Assist in performing systems engineering activities in the ISO/IEC 15288 Agreement or Enterprise Process Areas.
  • Perform systems engineering activities and assist in the preparation of multiple work products in Project and/or Technical Process Areas associated with any of the ISO/IEC 15288 processes.
  • Perform systems engineering activities and develop and deliver work products in each of the ISO/IEC15288 Project and Technical Process Areas.
  • Independently analyze, and recommend alternatives for elements of project’s technical design.
  • Perform systems engineering activities and develop and deliver work products of either the ISO/IEC15288 Agreement or Enterprise Process Areas.
  • Assist in developing a new or innovative approach to a technical or engineering issue.
  • Assist in conducting an evaluation to determine its suitability for project implementation.
  • Analyze and propose appropriate engineering standards and processes for a project.
  • Supervise or coordinate the work of other contractor engineers or technicians on a project.
  • Lead contractor systems engineering activities for a project to include supervising the work of the project engineering staff and technicians.
  • Approve delivery of work products of multiple Processes Areas defined in the ISO/IEC 15288.
  • Independently make decisions regarding engineering issues and methodology for a project.
  • Brief stakeholders and present the status on all technical aspects of their project.
  • Serve as a Subject Matter Expert in one or more Process Areas defined in the ISO/IEC 15288.
  • Approve delivery of work products of all Process Areas defined in the ISO/IEC 15288.
  • Plan and develop engineering projects with unique or complex aspects that impact major capabilities of high priority to the enterprise.
