About The Position

ELITS is looking for a Network Engineer – Radio Access Design and Optimization to lead advanced radio access network (RAN) design, implementation, and optimization projects across large metropolitan and statewide markets. This role is ideal for a seasoned engineer who can combine deep technical expertise with strong leadership and customer-facing skills.

Requirements

  • Bachelor of Science in Electrical Engineering (BSEE), Bachelor of Science in Computer Science (BSCS), or equivalent relevant experience.
  • Minimum of seven (7) years of recent, hands-on experience in radio network design, implementation, and tuning or optimization for mobile networks.
  • Proven leadership experience on at least four (4) projects, including at least one large-scale engagement where you led all technical activities and coordinated teams across a major metropolitan or statewide footprint.
  • Strong understanding of Layer 3 signaling and message flows for both Fourth Generation Long-Term Evolution (4G LTE) and Fifth Generation New Radio (5G NR), and the ability to apply this knowledge in troubleshooting and optimization.
  • Demonstrated ability to perform root-cause analysis on accessibility, retainability, and handover success rate issues using performance counters, events, and traces.
  • Deep knowledge and hands-on experience with planning tools such as Planet Enterprise Version (Planet EV) and Atoll, including project setup, parameter inputs, and scenario management.
  • Practical experience with Automatic Cell Planning (ACP), link budget development, and Monte Carlo analysis for radio network planning.
  • Extensive experience using drive test and post-processing tools such as Test Mobile System (TEMS) Investigation, Actix, Agilent, and Rohde & Schwarz (R&S) for optimization work.
  • Strong Microsoft Office skills, particularly Microsoft Excel and Microsoft PowerPoint, for reporting, analytics, and presentations.
  • Excellent verbal and written communication skills, with the ability to clearly articulate technical concepts to both engineering and non-technical stakeholders.
  • Ability and willingness to travel extensively, as required by project needs.
  • Demonstrated ability to work independently, prioritize tasks across multiple projects, and manage customer expectations in a consulting environment.
  • Proven experience interpreting customer requirements and translating them into actionable design, optimization, and improvement plans.

Responsibilities

  • Lead end-to-end radio network design, implementation, tuning, and optimization activities for multi-technology networks, including Fifth Generation New Radio (5G NR), Massive Multiple-Input Multiple-Output (Massive MIMO), millimeter Wave (mmWave), License Assisted Access (LAA), Fourth Generation Long-Term Evolution (4G LTE), Internet of Things (IoT), and Citizens Broadband Radio Service (CBRS).
  • Serve as the technical lead on multiple projects, including at least one large-scale deployment (major metropolitan or statewide), overseeing technical workstreams, organizing engineering tasks, and acting as the primary technical interface to both internal teams and customer stakeholders.
  • Perform detailed radio network analysis, including accessibility, retainability, and handover success rate investigations, and develop corrective action plans based on event analysis and performance data.
  • Use radio planning tools such as Planet Enterprise Version (Planet EV) and Atoll to create and manage new planning projects, including site creation, antenna tilt and azimuth optimization, and new site proposals.
  • Develop and maintain accurate link budgets and ensure all relevant inputs and assumptions are clearly documented and validated.
  • Utilize Automatic Cell Planning (ACP) capabilities and Monte Carlo analysis to support capacity and coverage planning, and to refine cell plans for optimal performance.
  • Make data-driven recommendations for network design improvements and parameter changes, including feature activations and deactivations, based on drive test results and key performance indicators.
  • Work extensively with optimization tools such as Test Mobile System (TEMS) Investigation, Actix, Agilent, and Rohde & Schwarz (R&S) to post-process drive data, analyze performance statistics, and troubleshoot complex issues.
  • Distinguish between artificial and real traffic loading in loaded network scenarios, and adjust optimization strategies accordingly.
  • Own and maintain planning documentation, including Planning Specifications (for example, Microsoft Excel trackers) and formal change control logs, ensuring that all site additions, modifications, and removals are accurately tracked throughout the program lifecycle.
  • Conduct regular planning and performance reviews with client stakeholders, presenting findings and recommendations to both technical and executive audiences.
  • Assess and explain the impact of adding additional carriers, bands, and technologies (including 5G) on overall network performance and capacity.
  • Implement and experiment with radio access network (RAN) features related to traffic analysis and optimization, and provide guidance on feature strategy.
  • Identify and communicate add-on sales and scope expansion opportunities based on observed network needs and customer requirements.
  • Collaborate closely with project managers, deployment teams, and customer operations to ensure that design and optimization activities are aligned with project timelines and service level expectations.
  • Operate with a high degree of independence while proactively managing project expectations and customer relationships.
